FY 2027-2028 Annual Budget Development A Quick Guidebook that should be used in conjunction with the, Salamanca City Central School District Understanding & Developing Budgets A Practical Guide for Administrators, Directors & Supervisors [Available on Sharepoint]
It’s Budget Season!!! We will once again be using ClearGov to collaborate on budget development. All admins from last year will have the same login information as they did last year. If you have forgotten, please use the “Forgot Password” feature. If you wish to have someone else on your collaboration team, please let me know. For those new folks, you will soon receive an invite to ‘join’ ClearGov. Please accept that invitation and set up your accounts. There are training session videos built into the system. These will be helpful for you in entering data for your first year in this new platform – or even as a refresher for our third year. Items should be justifiable needs and not wants. Items without proper justification may be removed. There are three sections for entering your data. The first, would be the justification for items within that particular account code. Please do NOT put your itemization in this field – that’s done in the next field. The second, is the itemization of that account code and the third, is the actual budget amount requested. At any time, if you need additional assistance, please contact me. I will be happy to assist. Please include details AND justification for each account code. Do not simply request $5,000 for equipment. Indicate what you are buying – for example – 3 stand up desks each for 5 classrooms. You do not have to have formal quotes, but good cost estimates for items and how you arrived at the dollar figure you are requesting. Please have a priority list of items prepared in the event you are requested to make reductions in your submission once budgets have been received, consolidated and the review commences. The more justification provided, the more the request will be understood and potentially funded versus rejected for lack of information/justification. As you input budget requests those values will automatically save. If you have permission to submit (Admins/Directors only), select the Submit button to send budget requests to the editor aka Karen. Submitting account and itemization requests will make it so your co- contributors can no longer edit those accounts or itemizations. Do not submit until you are certain you are completed with your budget requests. However, please submit by the deadline. For budget control purposes, your budget should not exceed last year’s by more than 3% - excluding salaries. Please stick to your NEEDS.
DATA ENTRY INFORMATION: ACCOUNT CODES – If you are missing a code, please let me know and I can add it for you. MATERIALS & SUPPLIES Budget needs to be broken down by individual teacher/instructional staff member in order to set them up with their Ed-Data account. If a staff member name is not entered with a dollar amount assigned, that staff member will not have an EdData Account established. I cannot create EdData accounts by a title. I must have an employee name. For example, if you have a dept that you want one person to oversee the purchasing, then list that person with the dollar amount for the department and other members with a zero-budget amount. This will indicate to me that the person with the dollar figure is the one who will have the EdData account for that department. TEXTBOOKS Textbooks should be a class set of books used for teaching of the curriculum within that particular classroom. Details should be listed in the justification details section. EQUIPMENT Remember, anything under $500 is NOT equipment, but is a Material/Supply item. Enter only items greater than $500 each in the appropriation equipment lines. 200 – Equipment greater than $2,500 per item 202 – Equipment between $501 and $2,499 per item 220 – Technology Equipment TECHNOLOGY – All Technology is being standardized and will be ordered by the Tech Department. Please work with the Tech Dept to ensure that all of your tech needs are covered. The Tech Director will be vetting all requests prior to their final inclusion in the budget. Prior to entering technology requests in your budget, please confer with the Tech Director. CONTRACTUAL These are costs that we contract with another person/company to perform for us. List the name of the contractor/company as well as details on what they will be performing for the District and justification for the requested services. Remember to include items like union contractual reimbursement of licenses, clothing, meals, etc in this account code. CONFERENCE & TRAVEL All local, out of town and out of state conferences/professional development opportunities should be listed here as well as estimated costs, who would be attending and justification for the travel. FACILITY NEEDS Since you and your teams are in your buildings, you know what needs to be addressed as far as a room needing to a new paint job, or perhaps your cupboards are falling apart, etc. Please be sure
to connect with Rich Pincoski in order to ensure that the can account for the appropriate funds in his budget proposal. STAFFING Any staffing that is needed BEYOND the already contracted instructional setting (teachers/TAs) for existing staff members needs to be fully justified and requested via a New Funding Package. This would be for ANY needs – monitors, GAP, detention, after-school tutoring, orientation, review classes, events (math nights, etc). Please review your attached staff list to ensure that EVERYONE is included. If you do not confirm this, there is a chance that someone does not get budgeted. You are double checking my data entry so PLEASE make sure everyone is on the list. After accepting the ClearGov invitation Log In To ClearGov – www.cleargov.com Click On Operational Budgeting Click On 2027/2028 Appropriations Budget [make sure you are in the correct year!] Click On Worksheet This will show the account codes assigned to you. You will note that there are prior years values listed for your use in developing your 27/28 proposal in yellow column Click on an account code description; Skip the Justification Type Add in the Justification details as necessary for that particular account code. Scroll to bottom, click on Add Itemization….Here is where you will add the budget detail descriptions. Once you have the description entered, click save, it then appears in the list, scroll to the right, enter in budget data under the FY27 In Progress column. Continue this process until this account code is completed. Each account code should have several items of itemization – do NOT enter them all in one field. Then click on next account and continue until you have completed all of your account codes. There is an X in the upper left corner that you can click on to get back to the full list of your account codes.
NEW REQUESTS: If you are planning on a COMPLETELY new program. ANY staffing, materials, equipment, etc., needed for the new endeavor would need to be included in the appropriate account codes. To begin this process, click on the New Funding Package. Create New Funding Package Name – you determine this – what is it you are adding? Select the appropriate department Enter a Description for the new funding request Select the Justification Type that best fits Enter the Justification for the new program Click Next Complete the fields as appropriate by selecting add attachment, revenue account, expense account or new vacancy. Select the most appropriate account code you are able to based on the program type. In keeping with the Mandarin Language as mentioned above, we’d choose the High School materials & supplies for LOTE and add in budget amounts for this new position. Under positions, we’d select the Teaching – HS for the salary. [you can ignore longevity, education codes, I’ll take care of those] Expense account would be for any equipment, materials, supplies, contractual, etc. Personnel new vacancy would be for the new position being requested. Any questions, just ask!!! This is a still new endeavor for all of us, so I’m certain there will be questions with regard to data entry. I’m also certain that I will have to continue to work out the bumps in the road in our third year of implementation.
SUGGESTION: Run an nVision Appropriation Status Report to review your account codes. Take a look at where you are right now, anticipate what changes you may need for the 27/28 school year versus where you are right now. Consider running it for the prior few years and see how you have changed your spending habits across multiple years. If you want to see details on an account code, then run the Individual Account Transactions report in nVision. If you are unable to run these reports, please let me know and I can run them for you. I can also run the Individual Account Transactions report for a large series of accounts and import it into excel for you to perhaps more easily see what you’ve spent your money on.
