LEADING THE WAY ~ A MESSAGE FROM OUR CEO Fall, Change, and the Next Chapter for RES October has always felt like a month of transition. The days get shorter, the weather changes, and the familiar signs of fall begin appearing all around us. There is something about this time of year that reminds us that change does not always mean leaving something behind. Sometimes, change is simply how we prepare for what comes next. That seems particularly appropriate for RES this October. For this month's contribution, I want to step back from our day-to-day activities and focus on the RES "big picture." Of course, RES does not exist in a vacuum. What is happening in the world—and particularly within healthcare, Medicaid, homecare and Home and Community-Based Services (HCBS)—affects virtually every decision we make. Each year, as part of our administrative planning process, we develop organizational goals for the coming year. Given the enormous amount of change occurring within our industry, we are going to use the fourth quarter of 2026 not only to finalize our goals for 2027, but also to begin implementing some important changes that will help prepare RES for the future. An Industry in Transition As many of you know, the world of Medicaid is shifting beneath our feet. Federal and state governments are placing increased emphasis on accountability, program integrity, quality, efficiency and oversight within Medicaid-funded services. Homecare and HCBS providers are receiving particular attention, and New York has begun a new Medicaid revalidation process that will ultimately require providers such as RES to undergo enhanced screening and review. At the same time, there is another reality that cannot be ignored: the need for homecare and community-based services continues to grow. People want to remain in their homes and communities for as long as possible. Families need support to make that possible. The challenge facing government and providers is determining how to meet that growing need while maintaining quality, controlling costs and ensuring that public resources are being used appropriately. For RES, that creates both challenges and opportunities. We've Been Here Before During our 26 years, RES has experienced several major changes in programs, regulations and the healthcare environment. Each time, we have evolved.
What has allowed us to succeed has not been our ability to keep everything the same. It has been our ability to change how we operate without changing why we exist. Our mission remains what it has always been: to offer hope and support to individuals and families facing challenges that affect their ability to live successfully in their communities, and to help them achieve the best quality of life possible. Today, I believe we are once again at one of those important transition points. And so, we are beginning what I have been calling the RES Reboot. The RES Reboot: Building the Next 25 Years The RES Reboot has two interconnected goals. The first is relatively short-term: to complete RES's evolution from primarily a niche waiver provider into a broader long-term care organization capable of meeting more of the needs of the people and families we serve. The second is longer-term: to build an organization capable of continuing our mission for the next 25 years. Over the coming months, I will use this newsletter to introduce the different pieces of this plan. We are not going to change everything overnight. In fact, much of what makes RES successful will not change at all. But we are going to look carefully at what we do, how we do it, how our departments work together, how we communicate, how we measure our success and how we can better coordinate the services we provide. Organizing RES for What's Next One of the first visible pieces of the RES Reboot is a reorganization of our administrative structure. You will see our new organizational chart included in this newsletter. It is important to understand that this chart represents where we are going—not an announcement that everyone's reporting relationships change today. Our goal is to have the new structure fully functioning by January 1, 2027. As individual positions or reporting relationships are affected, we will communicate directly with the people involved. Unless something has already been specifically communicated to you, nothing changes simply because you see a different box on the organizational chart. The new structure is designed around three basic functions:
Program Operations — Delivering the Care This division will concentrate on the quality, compliance, development and coordination of the programs and services we provide. Business Operations — Supporting the Care This division will provide the administrative systems, technology, information and infrastructure our programs and employees need to operate effectively. Strategic Operations — Building the Future This area will focus on growth, new opportunities and making sure RES continues to evolve as the healthcare environment changes. While these areas have different responsibilities, the goal is not to create new silos. In fact, it is exactly the opposite. We want greater clarity about who is responsible for what while creating an organization in which departments work together toward common outcomes. Telling the RES Story—and Building for Growth We have already begun another important part of the Reboot. Over the past several months, we have been working with Fishbat, our new marketing partner, to rethink how RES presents itself to the community. This includes a revamped website, an expanded social media presence, digital advertising and a much more coordinated approach to marketing and community outreach. But this effort is about more than simply generating advertisements or redesigning a website. For many years, RES has largely been known by the individual programs we operate—NHTD, TBI, ILST, PBIS, Service Coordination and others. Those programs remain critically important, but they don't completely describe who RES has become. As part of the Reboot, we are beginning to tell the RES story differently: as a long-term care organization providing a continuum of services designed to help people remain safely, successfully and meaningfully in their homes and communities. Our marketing should reflect that story. That is why the new website, social media strategy and marketing program are being developed alongside the organizational changes described here. We want the way RES presents itself externally to match the organization we are building internally. And ultimately, this work has another important purpose: growth.
A strong organization must continually reach new people, develop new referral relationships, identify new opportunities and make sure that families and professionals who need our services know who we are and how we can help. Going forward, we will also do a better job of measuring whether those efforts are working—not simply by looking at website visits, advertisements or social media activity, but by asking whether those efforts result in meaningful referrals, qualified leads and, ultimately, people receiving services from RES. The Transition Begins The first phase of our new administrative structure is already beginning, with Business Operations reporting directly to me while we establish Program Operations as a distinct division focused on programmatic quality, compliance, coordination and development. One of the first major initiatives within the new structure will be completing the transition of RES onto The Hub as our care-coordination platform. Progress with The Hub has been slower than we originally anticipated, but we remain committed to its implementation. Our goal is to have the entire agency operating on the platform by the end of the second quarter of 2027. Program Operations will have primary responsibility for making The Hub successful within our programs, while Business Operations will provide the technology, infrastructure, training and administrative support necessary to make that possible. But The Hub itself is not the goal. The goal is better care coordination, better communication, better access to information and ultimately better outcomes for the people we serve. The Hub is one of the tools we will use to help us get there. Making Sure Everyone Is Part of the Process An organizational change is only successful if the people who are being asked to make it work understand what we are doing, why we are doing it and what it means for them. For that reason, in November we will be bringing together RES administrators and leaders for a Leadership Day devoted to the RES Reboot and our planning for 2027. During Leadership Day, we will take a deeper look at the changes occurring within our industry, the direction RES is taking in response, our new organizational structure, the role of The Hub, our goals for 2027, and how we will begin measuring our progress toward those goals. Most importantly, we will spend time making sure our leaders understand not only their individual responsibilities, but how their areas fit into the larger RES picture.
Leadership Day, however, is only the beginning of that process. Following the meeting, our administrators and leaders will work with their respective departments and teams to make sure that everyone throughout RES has the information they need, understands the changes that are taking place, and knows how those changes may affect their particular area. There will also be opportunities to ask questions, provide feedback and become familiar with the new structure and the goals we are working toward. We recognize that change can create uncertainty, particularly when people don't have enough information. Our goal is therefore to communicate throughout this transition rather than simply announce changes as they occur. By January, I don't simply want RES to have a new organizational chart. I want our employees to understand where RES is going, why we are going there, and the part each of us plays in getting there. What Comes Next This is only the beginning. During the fourth quarter, our leadership team will be developing RES's 2027 goals and beginning the work necessary to put this new structure into practice. As we do, we will increasingly focus not simply on whether individual tasks were completed, but on whether we achieved the outcomes we were trying to accomplish. In other words, we are beginning to move: From individual programs toward a continuum of care. From departments operating independently toward greater collaboration. From completing tasks toward owning outcomes. There will be much more to come about each of these areas over the next several months. Twenty-six years ago, RES began with a relatively simple idea: help people facing significant challenges live successfully in their communities. That has not changed. What is changing is how we organize ourselves to make sure we can continue doing it—and doing it well—for the next 25 years. I look forward to sharing that journey with all of you. ~ Dr. Joseph Vollaro Founder & CEO, RES Homecare
~Jodi Repperger President Good-bye Summer! Hello, Fall! Let’s take some time to enjoy the cooler weather. This time of year goes by so fast, and before we know it we will be ringing in 2027! Everyone take a breath and enjoy the change of season. Everyone should have completed their annual training through Relias at this point. If you did not, you need to contact your supervisor immediately. RES Home Care has completed the application process to become an approved waiver provider for Substance Abuse for the TBI waiver program. We are currently waiting for the approval from DOH. If anyone knows of someone who holds the CASAC certification that is looking for additional hours or a full-time position, please have them contact Angie Ghani at aghani@restbiservices.com RES is working with a new marketing company and making some positive changes to our website. Be on the look-out for our changes. We love to partner with other agencies in taking hard to fill cases, so if you know a client who is struggling with staffing coverage, let us know! Maybe we can help! We are working with specific clients and staff members on utilizing the Hub, and the benefit it serves to both the staff, and the client. If the community services staff members can show the clients the benefits of utilizing the Hub, not only will it help the client have more control over themselves, but it will help the whole team with an informed approach while utilizing this tool. Over the next few months, we are going to be identifying specific clients and staff members who are willing to utilize the tool on a daily basis, the goal being to incorporate it into the weekly sessions with community members, utilizing it for cognitive remediation in day program, and our SC’s using it to
help manage the case incorporating medication management, doctor’s appointments, reminders, and full medical records integration. We look forward to seeing you all at the Staff Appreciation Dinner on Thursday November 5th at Lily’s in Babylon from 5:30pm-8:30pm. As you know, we sent a survey to everyone to see if you all were still interested in this event, and with an overwhelming response, the answer was YES. EMERGENCY PREPAREDNESS: Emergency Preparedness is always a topic that comes up this time of year. Hurricanes, nor’easter’s and preparing for the snow. Yes, I said it, snow! Please start working with all of your clients on Emergency Preparedness. All directions during an emergency/disaster will be recorded on our main phone number 631-732-4794, on our social media pages, and on our website www.reshomecareli.com. Always communicate with your supervisor during these times, so there is no question. Be on the lookout for Emergency alerts. This is a good way to utilize telehealth to make sure your clients are safe and prepared in case of any emergency. Working with our clients to prepare an “emergency binder” with important numbers, and a disaster “kit” for extreme circumstances is a great way to implement this strategy with them so they are prepared. GOOGLE REVIEWS I am sure your supervisor has discussed the importance of google reviews and how it relates to our increased marketing efforts. Every department is assigned a specific week in the month to get this completed. It can be a staff member, family member, client, etc. To make this easier for people, we have created a QR code that takes you straight to the google review. Please share with everyone so each department has 1 review per month. Here are the assignments for October: Community Services (PBIS, ILST, CIC)- Week 1- Week of September 28th HR and SC- Week 2- Week of October 5th Home Care- Week 3-Week of October 12th Day Program- Week 4 - Week of October 19th Community Services (PBIS, ILST, CIC)- Week 5- Week of October 26th The BIANYS “March On for Brain Injury” fundraiser/walk took place on September 26th. Thank you to everyone who donated, and participated in this event. Thank you to Christina for organizing our team RESilience.
Auditing update Did you know that completing a box on HHA Exchange without a note or without any duties checked is Medicaid Fraud? This is considered a blank note, for which we are not allowed to bill. Billing Medicaid without documenting exactly what was done with the client during your session is Medicaid Fraud, and as an agency, we can either provide the documentation or disclose to Medicaid that this session was billed in error, and return the money to Medicaid. Having to go back is not acceptable. Please when completing notes/boxes on HHA Exchange, you understand that hitting the “save” button ensures on your part that you are confirming that everything necessary to bill has been completed. Please know that what you do on a day-to-day basis is extremely important from an audit perspective. Ask yourself: Am I timely with my documents? Did I attend monthly supervision? Would someone be able to read my notes, if necessary? Did I justify the service in my note? Am I calling in and out? If I borrowed annual hours, did I justify the reasoning in my note? If there is something you would like to see posted (photos, announcements or acknowledgments) please send Christina an email and let her know cchebuske@restbiservices.com Make sure you follow us on social media for upcoming events, announcements and more!

SERVICE COORDINATION DEPARTMENT
FROM THE HCSS DEPARTMENT Welcome to fall…. We hope the dreaded hot days are behind us all, and the fall weather is picture perfect for everyone. Everyone at this time please welcome Amanda Jones to the RES Home Care team. She is stepping into our new Scheduling Coordinator role and I’m sure she will look to connect with you all shortly. Please note there will be some changes coming to home care in the next few months. As Amanda settles into the day to day here we are also going to introduce caseloads to the coordinator team. Both Tara and Amanada will split the current list of participants we have and will oversee the day to day with said case, this entails staff issues/concerns as well. Once the caseloads are finalized the proper person will reach out so you know who to contact. It is almost that time again…. FLU SEASON (did it ever really leave), anyway please remember if you are receiving your flu vaccine this year you absolutely want to make sure you give a copy to the home care department as well so we have it for our records. Flu Season Is a comin’ Protect Yourself & Those in Your Care Flu season is a good reminder that infection prevention is everyone's responsibility. Home care staff work closely with individuals who may be older or have health conditions that put them at greater risk of complications from respiratory illnesses. Simple precautions can make a meaningful difference in keeping our clients, staff, and families healthy. Know the Signs of the Flu Influenza symptoms often begin suddenly and may include: • Fever or feeling feverish/chills • Cough • Sore throat • Runny or stuffy nose • Muscle or body aches • Headache • Fatigue or weakness
Not everyone with the flu will develop a fever. Be especially attentive to changes in the condition of the individuals you care for. Stop the Spread Good infection-control practices should be followed during every home care visit. Wash your hands frequently with soap and water or use an appropriate alcohol-based hand sanitizer when soap and water are unavailable. Cover coughs and sneezes, avoid touching your eyes, nose, and mouth, and follow all agency policies regarding Standard Precautions, personal protective equipment (PPE), and respiratory hygiene. Frequently touched surfaces and shared equipment should be cleaned and disinfected according to agency procedures. When Your Client Isn't Feeling Well Home care workers are often among the first people to notice that something has changed. Pay attention to new or worsening symptoms, changes in appetite or fluid intake, unusual weakness, increased confusion, difficulty completing usual activities, or changes in breathing. Observe, report, and document. Notify your supervisor or appropriate clinical staff of changes in condition according to the individual's plan of care and agency policy. Home care staff should not diagnose an illness or provide treatment outside their authorized scope of practice. Protect Those Most at Risk Older adults and people with certain chronic medical conditions may be at greater risk of serious complications from influenza. Encourage individuals to follow recommendations from their healthcare providers, including recommendations regarding influenza vaccination. Seek immediate assistance according to agency emergency procedures if an individual develops concerning symptoms such as difficulty breathing, persistent chest pain or pressure, severe weakness, new or worsening confusion, or other signs of a medical emergency. Feeling Sick? Don't Ignore It. If you develop flu-like or other potentially contagious symptoms, notify your supervisor promptly and follow agency employee-health and infection-control policies before reporting to a client's home. Coming to work while contagious can place the individuals we serve, coworkers, and their families at unnecessary risk.
Prevention Starts With Each of Us Hand hygiene, appropriate use of PPE, recognizing changes in condition, and promptly reporting concerns are small actions that have a big impact. Thank you to our home care staff for helping keep the individuals we serve safe, healthy, and comfortable throughout flu season! We have some new cases starting and getting ready to get started so as always if you know anyone looking for a position in home care we are always hiring. There is a great referral bonus as well as a sign on bonus. So, make sure you send down your friends and family and make some extra cash for yourself. And don’t forget if they are not PCA or HHA certified we can work with a training facility to get them so act now! Any questions please feel free to reach out and ask we are always here
