DORCHESTER DRAGONS | COACHES MANUAL 2026-2027 Dorchester Minor Hockey Association • 2 How to Use This Manual This is the practical operating guide for DMHA head coaches, assistant coaches, trainers, managers, on-ice helpers and other approved team officials. It should be read before the first team activity and used throughout the season. POLICY HIERARCHY This manual supplements, but does not replace, current Hockey Canada, OHF, OMHA, Alliance Hockey, LMLL, Select, facility, insurance and legal requirements. If requirements conflict, the higher governing authority prevails. Coaching Standard and Responsibilities PLAYER-FIRST STANDARD Safety and welfare come first. Development, fairness, inclusion and sportsmanship guide team decisions. Winning never excuses unsafe, abusive or exclusionary conduct.
DORCHESTER DRAGONS | COACHES MANUAL 2026-2027 Dorchester Minor Hockey Association • 5 Head Coach accountability • Plan and deliver safe, age-appropriate practices and games. • Promote skill development, confidence, teamwork, fair opportunity and enjoyment. • Select only approved staff and confirm every participant is properly rostered, screened and qualified before participation. • Set clear expectations with players and families and hold a preseason parent meeting. • Maintain respectful communication with officials, opponents, families, volunteers and facility staff. • Ensure dressing-room supervision, Rule of Two practices and emergency readiness. • Work with the manager on rosters, schedules, finances, tournaments, permits, equipment and records. • Attend required association meetings and respond promptly to DMHA direction. • Report injuries, concussion concerns, safety incidents, harassment, abuse and serious misconduct through the proper process. Delegation Assistant coaches, trainers and managers carry significant responsibilities, but delegation does not remove the Head Coach’s accountability. Assign roles in writing and review them at the start of the season. 3. Safe Sport, Conduct and Supervision Expected conduct • Treat every player, official, opponent, volunteer, family and facility employee with dignity and respect. • Do not tolerate abuse, harassment, bullying, discrimination, hazing, retaliation, threats, sexual misconduct or demeaning language. • Avoid alcohol misuse, illegal drugs and conduct that brings DMHA or hockey into disrepute. • Never pursue, confront or intimidate an official in a hallway, parking lot or online. • Report suspected child abuse and other mandatory matters to the proper authorities; internal reporting does not replace a legal duty to report. Rule of Two and dressing rooms • Use two screened adults for interactions with minors whenever possible; avoid one-on-one situations with an unrelated player. • Supervision must protect privacy and dignity and comply with Hockey Canada dressing-room policy, including gender-inclusive requirements. • No phones, cameras or recording devices may be used in dressing rooms. • Only rostered players and approved team officials may enter controlled team areas unless current policy expressly allows otherwise. • Adults should avoid being alone in a dressing room with a player and should use observable, interruptible spaces for necessary conversations. Electronic communication • Use team-approved channels and include a parent/guardian or another screened adult in communications with minors. • Keep messages factual, team-related and appropriate for later review. • Do not share medical, disciplinary, roster or personal information beyond those who need it. • Do not post player images, names or information without appropriate consent.

Team Officials, Screening and Qualifications Every team official must be approved by DMHA and recorded in the Hockey Canada Registry in the correct role. A person awaiting approval, screening or registration may not assume they are authorized to participate. VERIFY THE CURRENT CHART Qualification streams and conditional approvals can change. Check the current OMHA Team Official Qualification Requirements and HCR record; do not use a prior-season chart as authority. On-ice helpers and youth volunteers • Must be disclosed to and approved by DMHA before participating. Insurance/registration fees may apply. • Must meet screening, course, conduct and equipment requirements for their role. • A youth on-ice volunteer must meet the governing-body age-gap requirement (the current DMHA guidance is at least four birth years older than participants) and wear required equipment. • On-ice-helper status does not authorize a person to sit on the game bench. Reimbursement Currently rostered bench staff may request reimbursement for one approved, successfully completed certification course per year. Approved on-ice volunteers may request reimbursement for Shift Forward – Team Official. A one-time lifetime reimbursement of up to $50 is available to a rostered team official for an approved DMHA jacket with proof of purchase. Use the current expense form and retain receipts. 5. Player Evaluation, Team Formation and Playing Opportunity Evaluation integrity • Follow the approved evaluation/sorting process, criteria and schedule. • Apply criteria consistently and use objective evidence; disclose and manage conflicts of interest. • Keep scores, notes and deliberations confidential.
DORCHESTER DRAGONS | COACHES MANUAL 2026-2027 Dorchester Minor Hockey Association • 7 • Do not promise roster placement, recruit, reserve, trade or manipulate player placement outside the approved process. • Communicate decisions respectfully and only through authorized channels. Local League balance DMHA Local League teams are built to be balanced, with the aim of similar skill levels across teams. Coaches must not undermine balance after sorting. Placement or roster-change concerns go to VP Hockey Operations and the Local League Representative. Playing opportunity • Provide fair and consistent participation appropriate to the program and governing rules. • Do not use attendance, positions, special teams or APs as a disguised way to permanently marginalize rostered players. • Situational deployment may be appropriate where rules allow, but development and equal participation remain the guiding principles, especially in Local League and Select. 6. Local League and Select Operations Local League • All registered players participate on a Local League team unless placed in an eligible representative program. • U9-U18 Local League teams participate in the Lambton-Middlesex Local League and travel to other centres. • Local League commitments are the player’s primary obligation when also participating in Select. Select program Select provides additional development and competition without replacing or weakening Local League. The current DMHA Select Policy controls team formation, staff representation, eligibility, practices, games, tournaments, finances and uniforms. Current Select requirement Operating rule Roster distribution - 2 LL teams No more than 60% of the Select roster from one LL team Roster distribution - 3 LL teams No more than 40% from one LL team where sufficient interest exists; the 2-team model may apply when it does not Goaltenders Both may come from one LL team where interest, availability or evaluation supports it, however, it is preferential if they come from different teams in order to maintain balance. One LL team in division A Select team cannot be formed Practice frequency Up to one practice every other week; no conflict with LL Tournaments - U13+ Up to four per season U11 and younger Follow OMHA Player Pathway requirements Exhibition games Up to four per month, subject to approvals and permits • Select participants must be registered with a DMHA LL team and remain in good standing. • Players may not miss LL games, practices or events for Select. • All staff require DMHA approval and current qualifications. • Uniforms, budgets, fundraising, permits and travel remain subject to DMHA approval.

Rosters and Affiliated Players Roster accuracy • Submit the current roster worksheet and staff details through the designated process. • Confirm players and staff appear correctly in HCR/GameSheet before participation. • Do not use an unrostered or unapproved participant in a sanctioned activity. • Report changes promptly to the OMHA Representative and VP Hockey Operations. Affiliation principles • Affiliation fills legitimate roster gaps and creates development opportunities; it must not displace rostered players or create a floating roster. • A player’s primary team commitment comes first. Obtain primary-coach and parent/guardian agreement before an AP activity. • Complete the current Offer of Affiliation and all required approvals before participation. • Use APs ethically and equitably. DMHA may approve, deny, restrict or revoke an arrangement. • Goaltender affiliation and emergency substitution must follow current OMHA/league rules. CONFIRM BEFORE USE Affiliation eligibility, game limits, deadlines and special U9 rules are technical and can change. Verify each AP with the DMHA OMHA Representative before the player participates. 8. Ice, Facilities and Emergency Readiness Ice allocation • DMHA controls association ice. Use assigned ice only for the approved team purpose. • Coordinate trades, returns, cancellations and additions through the Ice Allocator and approved process. Never sell or privately transfer association ice. • Avoid burned ice. A team may be responsible for unused ice when reasonable reallocation efforts were not made. • Be ready to enter and leave the ice on time; respect curfews and resurfacing directions. Facility conduct • Supervise players in dressing rooms, hallways and common areas. • No running, mini-sticks, ball games, horseplay or unsafe activity in arena corridors or dressing-room areas. • Leave rooms clean and report damage or safety concerns immediately. • Follow FlightExec Centre/Thames Centre rules, evacuation procedures and staff direction. • Smoking, vaping, cannabis, illegal drugs and unauthorized alcohol are prohibited. Emergency Action Plan 1. Identify the charge person, call person and control person for each activity. 2. Know the arena address, emergency exits, AED and first-aid locations and ambulance access point. 3. Have player medical information and emergency contacts accessible but protected. 4. Stop play, secure the area and call emergency services when warranted. 5. Document and report the incident through DMHA, insurer and governing-body processes.

Equipment, Uniforms, Apparel and Brand DMHA-issued equipment • Remains association property and must be cared for, inventoried and returned clean and on time. • Do not alter jerseys or add sewn sponsor bars/name bars unless specifically approved. Use only approved captain identifiers. • Do not use DMHA jerseys for spring hockey, 3-on-3, unsanctioned or other unapproved activities. • Return jerseys clean, dry, hung and sorted numerically in the supplied garment bags. Optional personalized team jerseys • Must be ordered through DMHA’s approved jersey process/vendor and match the current approved design. • Submit the proposed names, numbers and proof/artwork for approval before ordering. • The full cost must be disclosed in the approved team budget. • Purchased personalized jerseys belong to the purchaser; DMHA-issued jerseys still remain association property. Logo, colours and apparel • Use the current Dragons logo supplied by DMHA. Do not redraw, distort, recolour or combine it with unapproved marks. • Official colours are navy, gold, red and white. • Team apparel, merchandise, sponsor recognition and promotional artwork require approval and must use the current official supplier process. • Current public Dragons Wear information directs purchases to Herm’s Sports; confirm the 2026 RFP process before placing team orders. 10. Game Administration and Officials GameSheet and participant lists • Managers/coaches must verify the lineup and rostered staff before locking or submitting the electronic game sheet. • Record APs, suspensions and staff accurately. Confirm the final record after the game. • U7 cross-ice and U9 half-ice games use the current Modified Ice Participant List. U9 moves to GameSheet for full-ice games. • Correct errors through the proper league/association process; do not alter official records informally. Officials and timekeepers • Treat on-ice and off-ice officials respectfully, even when disputing a decision. • Only the appropriate bench representative should communicate with officials during a game. • Do not pursue officials after a game or encourage parents/players to do so. • Document material concerns factually and submit them through the Head Coach, DMHA and league process. • Follow arena curfews and timekeeping instructions; do not pressure officials to bypass them. ON- AND OFF-ICE OFFICIALS Referees, Timekeepers and Scorekeepers Before every home game, the Head Coach or Team Manager must confirm that the scheduled referees and timekeeper/scorekeeper have arrived. Any missing official must be reported promptly so that a replacement can be arranged.
DORCHESTER DRAGONS | COACHES MANUAL 2026-2027 Dorchester Minor Hockey Association • 10 On-Ice Officials The Middlesex Centre Referees Association (MCRA) assigns referees for DMHA home games. Referees are expected to arrive at least 30 minutes before the scheduled game time. The Head Coach or Team Manager should check the referee room approximately 30 minutes before the game. If any scheduled referee has not arrived by 25 minutes before game time, contact the MCRA Assignor immediately: Chris Herbert, MCRA Assignor Phone: 226-378-4036 Email: assignor1@mcraofficials.ca If Chris cannot be reached, contact: Clark Gee, Alternate Contact Phone: 519-671-5311 Alternate: 519-670-5311 Email: geereffin@gmail.com The team must document any instance in which an official does not arrive as scheduled and submit the information to the appropriate DMHA contact. Referee rates are established by OMHA based on the division and scheduled game or period length. The applicable rate is payable regardless of whether the game ends early because of a curfew. Coaches and managers must ensure that the correct game length and curfew information are entered on the electronic game sheet. Timekeepers and Scorekeepers Timekeepers and scorekeepers must arrive at least 15 minutes before the scheduled game time. The Head Coach or Team Manager must confirm their arrival before the game begins. If the assigned timekeeper/scorekeeper has not arrived at least 10 minutes before game time, contact: Janet Bushey, DMHA Head Score/Timekeeper Phone : 519-872-1077 Email: dmhatimekeepercoordinator@gmail.com Concerns regarding a timekeeper or scorekeeper’s attendance, conduct or performance must be documented and emailed to the Head Score/Timekeeper with the game date, teams, scheduled time and a clear description of the concern. 11. Manager Administration, Privacy and Communications Manager responsibilities • Maintain current contact, roster, schedule, attendance and team records. • Coordinate parent communications, volunteers, tournaments, permits, hotels, photo day and team events. • Prepare the team budget with the Head Coach, track transactions and report regularly to families. • Track bond-eligible team roles and completed volunteer work as directed. • Protect personal, medical, financial and disciplinary information.
DORCHESTER DRAGONS | COACHES MANUAL 2026-2027 Dorchester Minor Hockey Association • 11 Communication standard • Use one clear official team channel and define who can post. • Communicate schedules and changes promptly and accurately. • Use the 24-hour cooling-off period for non-urgent concerns following games or emotional events. Safety, abuse, harassment or urgent welfare issues must be raised immediately. • Discuss concerns privately, not in team chats, spectator areas or social media. 12. Team Finances, Bonds, Fundraising and Sponsorship Team budget and records • Prepare a realistic written budget before collecting team fees. Identify ice, tournaments, officials, apparel, development, travel and fundraising assumptions. • Obtain required family approval and promptly disclose material changes. • Maintain receipts, invoices, approvals and a transaction ledger; provide families with periodic statements and a final reconciliation. • Do not commingle team funds with personal funds or use team money for personal benefit. • Resolve surplus or deficit transparently under DMHA direction. 2026-2027 volunteer bond program Item Current operating information Volunteer requirement 4 hours (1 bond) per child; 8 hours (2 bonds) for families with 2+ children Bond amount $300 per family, unless updated by DMHA Manager collection By October 1 through the assigned process Opt-out $200 selected during registration; generally non-refundable Full-family bond roles Head Coach, up to 2 Assistant Coaches, Trainer and Team Manager Tracking Team Manager records team roles; families follow the live bond-opportunity process Fundraising and sponsorship • Obtain approval before launching a fundraiser, approaching a sponsor, promising recognition or using the DMHA name/logo. • Use transparent accounting and disclose how proceeds will be allocated. • Do not create conflicts with association sponsors or approved vendors. • Follow gaming, raffle, municipal, tax, food-safety and permit requirements where applicable. 13. Exhibition Games, Tournaments and Travel Before committing • Confirm schedule feasibility, roster availability, budget, governing-body eligibility and DMHA approval before paying a deposit. • Submit a travel permit for every exhibition game and jamboree/tournament, home or away. • Allow at least 1 week for exhibition permits and 3-4 weeks for tournament permits. • Current fees: $20 for jamborees/tournaments outside OMHA; $10 for exhibition games outside OHF.
DORCHESTER DRAGONS | COACHES MANUAL 2026-2027 Dorchester Minor Hockey Association • 12 • Participation in unsanctioned activity is prohibited and may affect insurance and eligibility. • Tournaments and exhibition games must not be scheduled during LMLL play-offs from February 16 through to March 31st. Travel and hotel conduct • Parents/guardians remain responsible for their children unless a written, approved supervision arrangement says otherwise. • Use the Rule of Two and never place one adult alone with an unrelated minor. • Set curfew, room, pool, hallway and meal expectations before travel. • Players and adults represent DMHA in hotels, restaurants and host facilities. Damage, harassment, alcohol misuse and disruptive conduct may result in discipline and personal financial responsibility. • Do not publish room lists or travel details publicly. 14. Discipline, Concerns and Escalation Suspensions • The Head Coach and Manager must verify the status and duration of every suspension before each activity. • A suspended participant may not take part in a prohibited capacity. Record service accurately on official documents. • When uncertain, stop participation and confirm with the OMHA Representative/league before the activity. 24-hour rule and escalation path 6. For a routine concern, wait until emotions have settled and contact the appropriate team official privately. 7. If unresolved, submit a factual written summary to the Head Coach or Manager, as appropriate. 8. Escalate team-operation matters to VP Hockey Operations/appropriate DMHA representative. 9. DMHA may refer the matter to its Executive, discipline process, OMHA/OHF/Hockey Canada, facility, insurer or authorities. DO NOT WAIT 24 HOURS Immediate safety threats, suspected abuse, harassment, discrimination, concussion, serious injury, criminal conduct and mandatory-reporting matters must be acted on promptly. Progressive discipline DMHA may use education, warning, behavioural expectations, removal from an activity, suspension or other proportionate measures. Serious conduct may move directly to stronger action. Retaliation, interference with an investigation or repeated misconduct may aggravate discipline. 15. Injury, Concussion and Rowan’s Law Immediate response 10.Stop participation and assess the situation within the trainer’s scope. 11.Call emergency services when warranted and activate the Emergency Action Plan. 12.Notify the parent/guardian and protect the player from further risk. 13.Complete required injury/incident and insurance documentation. 14.Follow medical direction and governing return-to-learn/return-to-sport protocols. Suspected concussion • Remove the player immediately when concussion is suspected. When in doubt, sit them out.
