It is intended for municipalities, institutions, nonprofits, and community-serving organizations dealing with planning, economic development, housing, and transportation.

The document explains the three-phase GameShop methodology: Educate (establish common ground), Engage (apply learning through realistic challenges), and Empower (translate insights into action). It cites research on simulation-based learning to support the effectiveness of this approach.

PDG offers four Signature GameShops: Scenarios (community visioning with building bricks), Perspectives (stakeholder alignment using cards), Zoning for Stronger Communities (a board game about zoning codes), and Collaboration Lab (team coordination challenges). Each includes a logistics consultation, facilitation, and a post-event Impact Report.

Customization options are available, including modifying Signature GameShops with organization-specific content, training partner facilitators, or upgrading the Impact Report with deeper analysis. For unique needs, PDG can develop a custom GameShop through a four-phase process: Discover and Analyze, Design and Develop, Test Train and Deliver, and Evaluate.
