3 Regent’s Message Dear Daughters, I am humbled and honored to serve as the Regent of our chapter for the coming up administration. As we start the chapter year, I extend to each of you my heartfelt welcome. I hope the summer has brought you rest, renewal, and inspiration, for we stand on the threshold of a season filled with promise, service, and the joy of sisterhood. I am very excited to report that we have three new committees. The Community Classroom, Genealogical Records and Patriot Records Project. A couple of these committees are being represented at the state and divisional level, so I am looking forward to learning more about the committee goals and supporting them on behalf of our chapter. Please be on the lookout for committee needs in upcoming Chapter newsletter, email or on our chapter Facebook page in the upcoming months. This year, as we begin the Storage administration’s call to “Illuminate Our Legacy” let us shine a light on the valor and vision of our Patriot ancestors, honoring their sacrifices by serving our communities and advancing the DAR’s mission. Together, we have the power to illuminate not only our shared history but also the lives we touch through our collective action. Our chapter programs promise opportunities to learn, to serve, and to grow—whether we are honoring the military through “Mulch for Military,” delving into the history of Revolutionary Patriots and stories of American Revolution cockades, securing our digital lives, or presenting the Good Citizen’s Award. As we gather, may we strive to keep DAR’s legacy blooming through the America 250 celebration and beyond. John Joslin, Jr. Chapter, NSDAR Leominster, Massachusetts Founded November 14, 1901 Incorporated June 1902 Our Chapter is named in honor of the patriotic service of area resident Captain John Joslin, Jr. Born in Lancaster on September 17, 1735, John Joslin, Jr. was six years old when the neighboring town of Leominster was incorporated. Always interested in military matters, he was made captain of the company in Leominster before the Revolutionary War. He defended the colony against General Burgoyne. When Congress decided to raise a permanent army, the Town voted on March 24, 1777 to pay those who should enlist for three years. Among the first was Captain John Joslin, Jr. He saw several battles, including the Battle of Monmouth. Later in life, Captain John Joslin, Jr. was elected to nearly every office in Leominster. Married three times (Susannah Carter, Martha Wilder, Martha Phelps), he fathered thirteen children. Captain John Joslin, Jr. died September 10, 1810, and was buried in the old Burying Ground in Leominster. His gravestone bears this inscription: "He discharged the duties of the offices which he sustained of civil, religious, and military nature, with honor and faithfulness."  The Capt. John Joslin, Jr. Chapter was founded by Martha D. (Joslin) England on November 14, 1901. In continuous operation since then, meetings are held monthly on various Saturdays. Please refer to the program for more details. Members hail from the surrounding towns of Ashburnham, Bolton, Clinton, Fitchburg, Gardner, Holden, Lancaster, Leominster, Lunenburg, Orange, Petersham, Princeton, Shirley, Sterling, Sutton, and Westminster, among others.

CHAPTER OF THE NATIONAL SOCIETY OF THE DAUGHTERS OF THE AMERICAN REVOLUTION ARTICLE I. - Name The name of this chapter shall be the Capt. John Joslin, Jr. Chapter of the National Society of the Daughters of the American Revolution. ARTICLE II. - Objects The objects of this chapter shall be to promote the objects of the National Society of the Daughters of the American Revolution, hereinafter referred to as National Society. 1. To perpetuate the memory and spirit of the men and women who achieved American independence, by the acquisition and protection of historical spots and the erection of monuments; by the encouragement of historical research in relation to the Revolution and the publication of its results; by the preservation of documents and relics, and of the records of the individual services of Revolutionary soldiers and patriots; and by the promotion of celebrations of all patriotic anniversaries; 2. To carry out the injunction of Washington in his farewell address to the American people, “to promote, as an object of primary importance, institutions for the general diffusion of knowledge,” thus developing an enlightened public opinion, and affording to young and old such advantages as shall develop in them the largest capacity for performing the duties of American citizens; 3. To cherish, maintain and extend the institutions of American freedom; to foster true patriotism and love of country, and to aid in securing for mankind all the blessings of liberty. ARTICLE III. - Members Section 1. Eligibility. Any woman is eligible for membership in the National Society of the Daughters of the American Revolution who is not less than eighteen years of age, and who is lineally descended from a man or woman who, with unfailing loyalty to the cause of American Independence, served as a sailor, or a soldier or civil officer in one of the several Colonies or States, or in the United Colonies or States or as a recognized patriot, or rendered material aid thereto, provided an applicant for chapter membership is personally acceptable to the chapter. Any woman who meets the requirements as set forth in the bylaws of the National Society of the Daughters of the American Revolution is eligible for membership. NSDAR and its chapters may not discriminate against an eligible applicant based on race, religion, sexual orientation, national origin, age, disability, or any other characteristic protected by applicable law. 23 Section 2. Admission. An applicant for membership through this chapter shall submit all required documents, prepared in accordance with instructions established by the National Society, and accompanied by the prescribed fees and dues. [NSDAR Bylaws Article III. Section 2] Section 3. Transfers and Reinstatements. A Member in good standing desiring to unite with the chapter by transfer, either from another chapter or from member-at-large, or by a reinstatement, may be admitted in the same manner as a new member. Section 4. Associates. a. The chapter may accept an associate member, a member of another chapter, providing that any member so accepted shall be a chapter member in good standing and may be an associate member in not more than two chapters in a state at the same time. b. An associate member shall not be counted toward representation or have a right to vote or to hold office in the chapter or represent the chapter as a delegate at a state meeting or at Continental Congress. (Chapters overseas see NSDAR Bylaws Article XIII. Section 19 (f).) Section 5. Resignations. A member in good standing, desiring to resign shall present her resignation in writing to the chapter registrar, who shall immediately report the resignation to the Office of the Organizing Secretary General. A member whose dues are delinquent shall not be entitled to resign from membership. [NSDAR Bylaws Article XIV. Section 1] Section 6. Honorary Chapter Regent. In recognition of valuable service of the Capt. John Joslin, Jr. Chapter NSDAR, a member who has served as Regent may, (upon her retirement from office provided she is a current DAR member) be elected Honorary Regent for life (at the annual meeting). Election by voice vote. ARTICLE IV. - Fees and Dues. Section 1 Application Fee. The application fee for membership to the National Society shall be as determined by the Continental Congress. [NSDAR Bylaws, Article IV. Section 1. (a) ] Section 2. The fiscal year of the chapter shall be from annual meeting to annual meeting. The annual budget shall cover the fiscal year and shall be prepared on the basis of dues payable for the fiscal year and interest from the Phelps Fund and the Reed Fund and funds collected through fundraisers and donations. 24 Section 3. Chapter dues will be announced on an annual basis to meet budget needs determined by the executive board, plus the amount required by the National Society and Massachusetts Daughters of the American Revolution (MDAR), payable in advance on or before October first of each year. [NSDAR Bylaws, Article IV. Section 2. (a]. An increase of no greater than $10.00 will be allowed. Any increase greater than $10.00 will require a Chapter vote. Section 4. Dues of a member admitted or reinstated on or after July 5 National Board of Management meeting shall be credited for the upcoming dues year, which begins December first. Section 5. On November first of every year, the chapter treasurer shall notify all members whose dues have not been paid, that their dues are overdue. The National Society will automatically terminate membership if dues are not received showing a Federal Postal Service, or other carrier, cancellation date no later than the last day of February [NSDAR Bylaws Article IV. Section 2. (f)]or if national dues are not received by the date and method established in the bylaws of the National Society. Section 6. The annual national dues for each member shall be sent by the chapter treasurer to the Office of the Organizing Secretary General, payable to the Treasurer General, showing a Federal Postal Service, or other carrier, cancellation date no later than the first day of December for the ensuing calendar year. [NSDAR Bylaws, Article IV. Section 2 (a)] Section 7. The dues and fees for readmission of a resigned member and of a member dropped for non-payment of dues shall be as prescribed by the Bylaws of the National Society. [NSDAR -Bylaws Article XIV. Section 4] Section 8. The annual dues of an associate member shall be $8.00 payable in advance on or before October first of each year with the evidence of her membership in good standing in another chapter. She shall pay no national or state dues through this chapter. Section 9. Dues for a life Member shall be prescribed by the Bylaws of the National Society. [NSDAR - Bylaws Article IV, Section 3.] ARTICLE V. - Officers. Section 1. Officers. The elected officers of the chapter shall be a Regent, Vice Regent, Chaplain, Recording Secretary, Treasurer, Registrar and Historian. This chapter shall have these seven officers, and no member shall hold two of these offices, except in chapters with (30) thirty or fewer members. The officers of chapter regent, chapter recording secretary and chapter treasurer shall be held by three separate chapter members in all chapters. [

25 Regent, Vice Regent, Recording Secretary, Treasurer, and Registrar are required in NSDAR - Bylaws, Article XIII. Section 6 (a).] Section 2. Nomination. In the year of an election, a nominating committee of three members shall be elected at the Regular Meeting in December. To be elected a member of the Nominating Committee, a member must have been a member of the chapter at least one year and not presently serving as Regent. It shall be the duty of this committee to nominate a candidate, whose consent to serve has been obtained, for each office to be filled. They will present the slate of officers for nomination no later than the March meeting. Additional nominations shall be made from the floor, provided the consent of the nominee shall first have been obtained. Section 3. Eligibility. To be eligible for the office of Regent, Vice Regent or Treasurer, a member shall have belonged to the chapter for one continuous year preceding her election to office. [NSDAR- Bylaws, Article XIII. Section 6(b)] Section 4. Term of Office. Officers shall be elected by ballot for the term of three years. Beginning at the May 2016 annual meeting, the term of office shall be of three years duration. In order for the current officers to complete a term of three years, their current positions will expire in 2016, in order to be in alignment with national and state administrations. A majority vote shall elect. If there is only one nominee for any office, the election for that office may be by voice vote. Elected officers shall begin their term of the office after being installed. Annual installations will be held at the close of the annual meeting in May, unless there are vacancies. No member shall serve as Chapter Regent for more than six consecutive years, except by permission of the National Board of Management. A member who has served more than half a term in any office shall be considered to have served a term. Section 5. Vacancies. In case of a vacancy in the office of Chapter Regent, the Vice Regent shall become Regent. Vacancies in other offices shall be filled by the Executive Board until the next Annual Meeting, when the chapter shall fill the vacancy through the normal nomination and election process. ARTICLE VI. - Duties of Officers Section 1. The officers of the Capt. John Joslin, Jr. Chapter shall perform the duties prescribed by these bylaws, by the Bylaws of the National Society, the Massachusetts Daughters of the American Revolution (MDAR), by the parliamentary authority and such other duties as shall be ordered by the chapter. Section 2. The Regent shall: 26 a. preside at all the meetings of the chapter and of the Executive Board and shall have general supervision of the affairs of the chapter; b. be the chief executive officer of the chapter; c. appoint all committees except the nominating committee; d. be ex officio a member of all committees except the nominating committee. Section 3. The Vice Regent shall: a. perform the duties and responsibilities of the Regent in her absence or inability to serve; b. will seek assistance from the membership regarding future programs and interests; c. assist the Regent in every way. Section 4. The Chaplain shall: a. open the meeting of the chapter with the reading of Scripture and prayer; b. conduct such religious and installation services as required; c. report deaths of members to the State Chaplain per protocol; d. notify Chaplain General and State Chaplain of ninety & one hundred year birthdays; e. communicate, whenever possible, with members who are ill or in distress, keeping supply of greeting cards available; f. plan memorial services for deceased members; g. report all activities to the chapter at each meeting. Section 5. The Recording Secretary shall: a. record the proceedings of the meetings of the Chapter and the Executive Board; b. be custodian of all records; c. notify officers of their election; d. notify committees of their appointment; e. notify officers and chairmen of votes affecting their duties; f. keep a roll of members of committees and of the chapter; g. send notices of meetings; h. conduct correspondence as requested by the Regent or required by action of the chapter or the Executive Board. Section 6 The Treasurer shall: a. receive all funds of the chapter and deposit them in a bank or banks as may be designated by the chapter or the Executive Board; b. disburse funds as directed by the chapter or Executive Board, and pay only those bills authorized by the Regent; c. remit national dues to the Office of the Organizing Secretary General, prior to the first day of December, and state dues to the State Treasurer prior to the first day of December, of every active member;

27 d. prepare the accounts for review or audit before each Annual Meeting to be presented and reviewed prior by the Auditing Committee to be appointed by the Regent; e. give a financial statement at each monthly meeting or as requested; f. send an annual financial statement to the state treasurer following the close of the chapter’s fiscal year; g. file the appropriate version of the 990 form with the IRS by the 15th day of the 5th month following the end of the fiscal year and inform the state treasurer which version the chapter is filing. Section 7. The Registrar shall: a. furnish application papers to candidates whose acceptability has been favorably acted upon by the chapter; b. see that these papers are in the proper form and accompanied by the applicant’s personal check, made payable to the chapter for application fees and national dues, procure the chapter check from the treasurer before mailing the complete application packet; c. provide the State Registrar, for her records, any new members or change in status of members of the chapter including name, address, name and rank of ancestor, national number, date of acceptance to membership in the National Society, transfer, resignation or reinstatement, marriage, divorce and death; d. notify the Regent, Recording Secretary, Treasurer, Membership Chair, and new member of acceptance to membership; e. upon transfer out of the chapter, send the member’s application to the member (if transfer is to member-at-large) or receiving chapter, in accordance with instructions of the National Society; f. report to the Office of the Organizing Secretary General, electronically or in writing, all changes in membership, marriage, divorce, deaths, resignations, transfers and changes of address as they occur; g. keep a file of members of the chapter, including name, address, name and rank of ancestor, National number, date of Admission to National Society, date of transfer, resignation, or reinstatement, marriage and death; h. maintain the membership files and be the custodian of those archives. Section 8. The Historian shall: a. direct such historical work as may be requested by the chapter in accordance with the historical program of the National 28 Society and of the Massachusetts Daughters of the American Revolution (MDAR); b. be custodian of historical and biographical papers which the chapter may acquire and as directed by the chapter. ARTICLE VII. - Meetings Section 1. The regular meetings of the chapter shall be held as per the schedule set forth by the chapter yearbook, unless otherwise ordered by the chapter or Executive Board. For safety reasons, there will not be regular meetings during the months of January and February. Section 2. The regular meeting in May shall be known as the Annual meeting and shall be for the purpose of receiving annual reports of officers and committees, for installing Officers, and for any other business that may arise. Section 3. Special meetings may be called by the Regent or by the Executive Board and shall be called upon the written request of five members. Except in cases of emergency, three day’s written notice shall be given. The business transacted by any special meeting shall be limited to that stated in the call to the meeting. Section 4. Five members of the chapter shall constitute a quorum. Section 7. Electronic Participation. Provision may be allowed for members who are unable to attend in person to participate by electronic means, so long as all members can simultaneously hear each other and participate, subject to any limitations established in special rules of order adopted to govern such participation, and at (no/reasonable) expense to the chapter or committee. Electronic mail (email) shall not be used to conduct meetings. Section 5 Proxy Voting. There shall be no proxy voting. ARTICLE VIII. - Executive Board Section 1. Officers. The officers of the chapter shall constitute the Executive Board. Section 2. Authority The Executive Board shall have general supervision of the affairs of the chapter between its meetings and shall make recommendations to the chapter. The board is subject to the orders of the chapter, and none of its acts shall conflict with action taken by the chapter. Section 3. Meetings of the Executive Board shall be at the call of the Regent, or upon written request of three members of the Executive Board.

29 Section 4. Four members of the Executive Board shall constitute a quorum. Section 5. The Executive Board shall prepare a budget to be approved by the chapter at the first regular meeting following the Annual Meeting. Section 6. With the consent of the members of the Executive Board, the Regent may invite Chapter Chairmen to attend meetings of the Executive Board and to participate in discussion. Chapter Chairmen shall neither make motions, second motions, or vote. Section 7. The Executive Board shall appoint or hire an Auditor in ample time that the Auditor shall prepare a report for the annual meeting. The Treasurer should close the books in time for this audit, no less than one week before the annual meeting. At the annual meeting, the Auditor’s Report shall be read following the Treasurer’s Annual Report. The Auditor’s report shall be adopted. Section 8. The Executive Board will plan the Annual Program. Section 9. It shall be the responsibility of the Executive Board to approve all fundraisers and or fundraising activities for the year to supplement dues and donations to aid balancing the budget, subject to approval of a majority of participating members. Section 10. Proxy Voting. There shall be no proxy voting. ARTICLE IX. - Committees. Section 1. Committees shall be determined as set forth by the National Society and Massachusetts Daughters of the American Revolution (MDAR) and or the chapter needs. Such other committees, standing or special, shall be appointed by the Regent as the chapter may authorize or as the National Society or the Massachusetts Daughters of the American Revolution (MDAR) may require. Section 2. Proxy Voting. There shall be no proxy voting. ARTICLE X. -Representation. Section 1. The representation of the Chapter at Continental Congress shall be provided in the Bylaws of the National Society. Section 2. The representation of the Chapter at meetings of the Massachusetts Daughters of the American Revolution (MDAR) shall be provided in the Bylaws of the Massachusetts Daughters of the American Revolution (MDAR). Section 3. The chapter shall elect delegates and alternates for Continental Congress at the December meeting. Delegates and alternates to the Fall State Conference at the May meeting following the installation of officers and for the Spring State Conference at the December meeting. ARTICLE XI. - Parliamentary Authority 30 The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the Chapter in all cases to which they applicable and in which they are not inconsistent with the bylaws or special rules of order, standing rules, or rulings of the National Society of the Daughters of the American Revolution, or any rules of the Massachusetts Daughters of the American Revolution (MDAR), these chapter bylaws, or any special rules of order the chapter may adopt. ARTICLE XII. - Amendment to Bylaws Section 1. These bylaws may be amended at any regular meeting of the chapter by a two-thirds vote, provided the proposed amendment has been submitted in writing at the regular previous meeting. Unless otherwise provided prior to its adoption or in the motion to adopt, an amendment shall take effect immediately upon its adoption. Section 2. Any amendment adopted by the National Society or by the Massachusetts Daughters of the American Revolution (MDAR) affecting the work of this chapter shall become law of the chapter without further notice. [NSDAR Bylaws, Article XV. Section 10. and Article XXI. Section 3.] ARTICLE XII. - Dissolution. Although the period of duration of the chapter is perpetual, if for any reason the chapter is to be dissolved or otherwise terminated, no part of the property of the chapter or any of the proceeds shall be distributed to or inure to the benefit of any of the officers or members of the chapter. Upon the dissolution of the chapter, assets shall be distributed by the Executive Board to and only to the state organization. Any such assets not so disposed of shall be disposed of by the local United States District Court, exclusively to such organization or organizations as said Court shall determine, which are organized and operated within the meaning of Section 5OI (c)(3), with purposes and objectives consistent with those of the chapter.
