This Manual provides the general policies, procedures, and guidelines governing the Volunteers-Missionaries of the National Shrine of Our Mother of Perpetual Help. The term Volunteers-Missionaries flows from the Shrine’s vision of Debo(Mi)syon (Devotion and Mission), which has been introduced through the continuing formation of our volunteers. It expresses the fundamental identity of those who freely and responsibly choose to become lay partners in mission of the Redemptorists. More than offering their time and talents, volunteers- missionaries share in the evangelizing mission of the Shrine by witnessing to the Gospel through prayer, service, and charity. This Manual serves as a guide for all who begin or continue their ministry in the Shrine. It has been prepared in response to the changing realities of society, the Church, and the Shrine community, as well as the evolving needs, values, expectations, and experiences of our volunteers. Accordingly, previous policies and guidelines have been comprehensively revised to provide greater clarity and direction regarding the identity, responsibilities, and ethical conduct expected of every volunteer. It likewise seeks to strengthen the integration of the Shrine’s liturgical, sacramental, devotional, pastoral, and social mission ministries in promoting the dignity and integral development of every person. Recognizing that new situations and unforeseen circumstances may arise in the course of volunteer ministry, this Manual cannot address every possible concern. It should therefore be understood as a living document, subject to periodic review and revision. The Rector of the Shrine, together with the Shrine Team and the Redemptorist Community of Baclaran, reserves the right to modify, supplement, amend, or rescind any policy or provision contained herein, with or without prior notice, whenever circumstances require. All volunteers are expected to comply with the policies and guidelines set forth in this Manual, including any subsequent revisions. PURPOSE 1

As a missionary Shrine, the National Shrine of Our Mother of Perpetual Help remains committed to the spirit of Christian voluntarism. Throughout the history of the Church, faithful men and women have generously offered their time, talents, and resources in service of the Gospel without expectation of material compensation. The Shrine continues this long-standing tradition by inviting lay faithful to become co-workers in the mission of Christ and lay partners in mission of the Redemptorists. Volunteer service at the Shrine is therefore offered freely and without remuneration. It is an expression of one’s faith, love for God, devotion to Our Mother of Perpetual Help, and commitment to the Church’s mission. At the same time, the Shrine recognizes its responsibility to care for the spiritual, pastoral, and human formation of its volunteers. While they freely offer their service, the Shrine is equally committed to supporting their continuing growth in faith, missionary zeal, Christian discipleship, and communal life. Through ongoing formation, pastoral accompaniment, and opportunities for spiritual enrichment, the Shrine seeks to nurture their relationship with God, strengthen their bonds with one another, deepen their missionary consciousness, and encourage their commitment to the Church and society. In this way, volunteers are better able to live out their baptismal vocation by sharing in Christ’s priestly, prophetic, and kingly mission. Finally, while it is the sincere hope of the Shrine that every volunteer-missionary will continue serving faithfully for many years, it also recognizes that challenges, misunderstandings, or circumstances may arise that could affect one’s ministry. In certain cases, and when warranted by the seriousness of the situation, the collaborative relationship between a volunteer and the Shrine may necessarily come to an end. Such decisions shall always be made with fairness, prudence, charity, and due regard for the mission and the common good of the Shrine community. 2

The National Shrine of Our Mother of Perpetual Help carries out its missionary mission through the generous collaboration of men and women of goodwill who freely offer their time, talents, and God-given gifts in service to the Church. Together with the Redemptorists of the Vice Province of Manila, these volunteers-missionaries become lay partners in proclaiming the Gospel and advancing the Shrine’s mission of Debo(Mi)syon — integrating authentic devotion with missionary discipleship. To ensure that this shared mission is carried out effectively, responsibly, and in an orderly manner, the Shrine provides a structured system for the recruitment, formation, accompaniment, and ongoing development of its volunteers-missionaries. This framework enables them to serve faithfully and competently, particularly in responding to the pastoral, liturgical, devotional, and social needs of the thousands of devotees who visit the Shrine, especially on Wednesdays and Sundays. Recognizing that volunteer ministry is both a vocation and a responsibility, the Shrine is committed to the holistic formation of every volunteer-missionary. This includes initial recruitment and screening, basic and ongoing formation, spiritual accompaniment, mission exposure and immersion, skills development, pastoral guidance, community life, and continuing support for personal and ministerial growth. At the same time, every volunteer-missionary is expected to remain faithful to the spirit of Debo(Mi)syon, to uphold the Shrine’s policies and standards of conduct, and to carry out his or her ministry with integrity, accountability, and missionary zeal. 3TheVOLUNTEERS- MISSIONARIES

The policies and guidelines contained in this Manual apply to all volunteers-missionaries of the National Shrine of Our Mother of Perpetual Help. However, certain pastoral ministries — such as the Redemptorist Youth Mission (RYM), the Redemptorist Children’s Committee (RCCom), and the Special Ministry for the Deaf — operate under ministry-specific programs and pastoral structures that require additional norms and procedures. Accordingly, these ministries shall be governed by their respective manuals, policies, and operational guidelines, provided that these remain consistent with and complementary to the provisions of this Volunteers-Missionaries’ Manual. In the event of any conflict or inconsistency, the policies contained in this Manual and those officially issued by the Shrine shall prevail, unless otherwise determined by the Rector. the provisions of this Volunteers-Missionaries’ Manual. The National Shrine of Our Mother of Perpetual Help welcomes men and women of goodwill who desire to share in the missionary ministry of the Redemptorists through generous volunteer service. Every applicant undergoes a process of discernment, formation, and evaluation to ensure that he or she possesses the spiritual, personal, and pastoral qualities necessary for ministry in the Shrine. 5 RECRUITMENT, ADMISSION, AND COMMISSIONINGA. Qualifications for AdmissionI An applicant must: 1. Be a baptized, practicing Catholic of good moral character. 2. Be physically and mentally fit to perform the responsibilities of the ministry being applied for. Applicants shall disclose any relevant medical condition during the application process. A Medical Certificate may be required prior to regularization when deemed necessary by the Shrine. 3. Demonstrate emotional maturity, interpersonal skills, and the ability to work harmoniously within a community. 4. If married, be validly married according to the norms of the Catholic Church. Applicants whose marriages have not yet been solemnized in the Church may be admitted on the condition that they sincerely intend to regularize their marriage, with the assistance of the Shrine if needed, within the period prescribed by the Shrine. Failure to do so without a valid reason may affect their continued membership. 5. Have received the Sacraments of Baptism and First Holy Communion. Reception of the Sacrament of Confirmation is required whenever applicable or mandated by the particular ministry or diocesan norms. 6. Be willing to dedicate time, talents, and skills to the ministry and actively participate in the Shrine’s formation programs, pastoral initiatives, missionary activities, and liturgical celebrations.

6B. Documentary Requirements The following documents shall accompany the application: Required Accomplished Volunteer Application Form Birth Certificate Baptismal Certificate When Applicable First Holy Communion Certificate Confirmation Certificate Catholic Marriage Certificate Letter of Endorsement from the applicant’s parish or previous ecclesial communityC. Application Process Admission to the Shrine’s volunteer ministry shall ordinarily follow these steps: Submission of Application The applicant submits the accomplished Volunteer Application Form and documentary requirements to the Information Office. The application shall then be endorsed to the appropriate Ministry Head and/or the Shrine Coordinator. Screening and Initial Formation The Ministry Screening Committee conducts the initial interview and evaluation. Applicants who are found suitable shall undergo an orientation, basic catechesis, ministry training, and supervised exposure for a minimum period of one (1) month. Interview with the Spiritual Director Upon the recommendation of the Ministry Screening Committee, the applicant shall be interviewed by the Ministry Spiritual Director to assess his or her spiritual readiness, motivation, and suitability for ministry. If further recommended, he/she will sign the written recommendation with the Ministry Coordinator for submission to the Shrine Office.

7 Pastoral Accompaniment The applicant may be referred to the Shrine’s Pastoral Accompaniment Office for dialogue, pastoral mentoring, or other formation processes deemed necessary. Recommendation and Approval for Probation The Ministry Head or Coordinator and the Spiritual Director shall jointly submit their written recommendation to the Rector through the Shrine Office. Admission to the probationary period shall be subject to the approval of the Rector, in consultation with the Shrine Team whenever necessary. D. Probation and Regularization Admission as a regular volunteer-missionary shall be granted only after the applicant has satisfactorily completed the prescribed probationary period and all formation requirements. The following conditions shall ordinarily apply: 1.Completion of the Shrine’s Basic Orientation Program, which introduces the applicant to the Redemptorist charism, the vision and mission of the National Shrine, the spirituality of the Icon of Our Mother of Perpetual Help, and the identity of the Volunteers-Missionaries as a community of missionary disciples. 2.Applicants to liturgical ministries governed by the Diocese of Parañaque shall likewise complete the required Basic Formation Program prescribed by the Commission on Liturgy and Popular Religiosity (CLPR). Applications should be submitted sufficiently in advance to meet the diocesan formation schedule. Ministries not under diocesan supervision shall follow the Shrine’s approved formation program. 3.Formal introduction to the members of the ministry upon the recommendation of the Ministry Screening Committee and with the concurrence of the Spiritual director. 4.Completion of any required pastoral accompaniment process, including follow-up interview, when deemed necessary.

8 5.Faithful completion of the mandatory six (6)-month to one-year probationary period. 6.Written endorsement by both the Ministry Head or Coordinator and the Spiritual Director recommending regularization. 7.Final approval by the Rector, in consultation with the Shrine Team when appropriate. Upon approval, the Shrine Office shall issue an official Notice of Acceptance and Regularization. Following regularization, the new volunteer-missionary shall be formally welcomed into the ministry according to the customs of the group. Note: To ensure proper formation and compliance with diocesan requirements, the formation, regularization and commissioning of volunteers-missionaries in liturgical ministries shall follow the formation calendar and schedule prescribed by the Diocese of Parañaque, particularly the Basic Formation and Ongoing Formation Programs of the Commission on Liturgy and Popular Religiosity (CLPR). Accordingly, applications for liturgical ministries shall be received and processed only within the periods established by the Shrine to allow applicants sufficient time to complete the required diocesan formation. The Shrine Office shall publish the annual application timetable and formation schedule, indicating the deadlines for application, screening, probation, diocesan formation, regularization, installation, and commissioning. Applicants who are unable to complete the required diocesan formation within the prescribed schedule shall continue as probationary volunteers, or their regularization shall be deferred until all formation requirements have been satisfactorily fulfilled.

9 Installation and commissioning constitute the formal recognition by the National Shrine of a volunteer-missionary’s acceptance into a specific liturgical or pastoral ministry. Through this rite, the Shrine acknowledges the volunteer’s commitment to place his or her God-given gifts at the service of the Church and the mission of the Shrine. For ministries governed by the Diocese of Parañaque, installation/commissioning shall take place only after the volunteer has fulfilled all diocesan requirements, including the prescribed formation programs. Installed volunteers are likewise expected to participate faithfully in the ongoing formation required by both the Diocese and the Shrine as an essential expression of their continuing commitment to ministry. The Rite of Commissioning is the highest public expression of a volunteer- missionary’s commitment to the mission of the National Shrine of Our Mother of Perpetual Help. Celebrated within the Eucharist, it formally commissions volunteers as lay partners in the missionary work of the Redemptorists and as witnesses of the Shrine’s vision of Debo(Mi)syon. Commissioning signifies more than acceptance into a particular ministry. It expresses the volunteer’s commitment to participate actively in the broader evangelizing mission of the Shrine through its liturgical, pastoral, devotional, social, and missionary apostolates. Every volunteer-missionary is therefore called not only to serve faithfully within his or her assigned ministry but also to respond generously whenever the needs of the Shrine and its mission require. This missionary availability is a defining characteristic of every volunteer- missionary. It reflects the spirit of discipleship that unites all volunteers into one missionary community serving alongside the Redemptorists. E. Installation and Commissioning

10 Volunteers commissioned in ministries under diocesan supervision shall likewise comply with the ongoing formation requirements prescribed by the Diocese of Parañaque. Continued participation in these formation programs ordinarily serves as the basis for the renewal of their ministry. Unless otherwise provided by diocesan or Shrine policy, the renewal of commissioning is celebrated annually. Ministries governed by special diocesan norms shall observe the renewal schedule prescribed for their respective ministry. Note: Attendance in Required Ongoing Formation Programs Participation in all required ongoing formation programs prescribed by the National Shrine and, where applicable, by the Diocese of Parañaque is an essential obligation of every volunteer-missionary. Regular attendance reflects the volunteer’s continuing commitment to formation, ministry, and the missionary life of the Shrine. A volunteer-missionary who repeatedly fails to attend the required ongoing formation programs without a valid reason, and who fails to submit a written letter of excuse to the appropriate authority before the scheduled formation, shall be subject to temporary suspension from volunteer service. The duration of the suspension and the conditions for reinstatement shall be determined by the Rector upon the recommendation of the Ministry Head, the Spiritual Director, and the Shrine Coordinator, taking into consideration the applicable diocesan policies and the pastoral circumstances of the Shrine. Where required by diocesan policy, a volunteer who incurs repeated unexcused absences (at least two) from mandatory ongoing formation may likewise be required to repeat the prescribed Basic Formation Program before being permitted to resume active ministry.

11 MEMBERSHIP POLICIES, FORMATION AND MINISTRY GOVERNANCEII This section establishes the policies governing the membership, formation, leadership, and organizational life of the volunteers-missionaries of the National Shrine of Our Mother of Perpetual Help. These provisions aim to ensure that every ministry remains faithful to the Shrine’s missionary vision, promotes responsible stewardship, and fosters the holistic growth of its members.A. Membership and Age Requirements 1. Age Qualifications Each ministry shall establish the minimum and maximum age requirements for admission in accordance with the nature of its apostolate. Liturgical ministries governed by the Diocese of Parañaque shall strictly observe the age qualifications prescribed by the Diocese. Ministries not covered by diocesan norms shall establish their own age requirements, subject to the approval of the Rector and in harmony with this Manual. 2. Retirement from Ministry A volunteer-missionary who reaches the prescribed maximum age shall ordinarily retire from active ministry following a process of dialogue, discernment, and formal notification by the ministry. Upon acceptance of the volunteer’s retirement, the Ministry Head shall endorse the member to the Shrine Team for appropriate recognition and thanksgiving for his or her dedicated service to the National Shrine. 3. Early Retirement A volunteer-missionary may also be recommended for early retirement when age, declining health, or physical limitations substantially affect the safe and effective exercise of ministry. Such recommendation shall follow the annual membership evaluation and appropriate pastoral dialogue.

12 4. Extensionxtension of Service and Emeritus Status When pastoral necessity so requires, a retired volunteer may be granted an extension of active service or be conferred Emeritus status. An application for extension shall include: • a formal written request addressed to the Rector; • a current Medical Certificate certifying fitness for ministry; • a written waiver signed by an immediate family member, when deemed necessary. The application shall be evaluated by the Ministry Officers and the Spiritual Director before being endorsed to the Rector for final approval. The duration and conditions of the extension shall be determined by the Rector.B. Diocesan Affiliation Volunteers serving in ministries governed by the Diocese of Parañaque shall faithfully observe all diocesan norms governing admission, formation, installation, commissioning, renewal of ministry, and other matters pertaining to their apostolate. Accordingly: 1.Attendance in the Basic Formation and Ongoing Formation Programs prescribed by the Diocese is mandatory. 2.Only volunteers who have satisfactorily completed the required Shrine and diocesan formation programs may be recommended for installation, commissioning, or renewal of ministry. 3.Installation, commissioning, and renewal of volunteers in diocesan ministries shall be subject to the approval or endorsement required by the competent diocesan authority. 4.Ministries not governed by diocesan norms shall observe the formation and commissioning policies established by the National Shrine and approved by the Rector.

13 5.Volunteers who also serve in their respective parishes are encouraged to continue their ecclesial ministry as an expression of the Church’s communion and shared mission. Such simultaneous service is permitted, provided that the volunteer is able to fulfill faithfully the responsibilities entrusted by both the Shrine and the parish, and that the commitments to one ministry do not compromise, conflict with, or adversely affect the effective performance of the other.C. Governance of Ministries Every liturgical and pastoral ministry officially recognized by the National Shrine shall maintain an organizational structure that promotes communion, accountability, effective pastoral service, and fidelity to the Shrine’s vision of Debo(Mi)syon. Accordingly, every ministry shall: 1.Maintain at least ten (10) regular active members, unless otherwise authorized by the Rector for legitimate pastoral reasons. 2.Determine the maximum membership capacity of the ministry based on its pastoral needs, available resources, and operational capability, subject to the approval of the Shrine Team. 3.Adopt its own Guidelines, By laws or Manual, subject to the approval of the Rector. Such policies shall complement, and shall never contradict, this Volunteers’ Manual. 4.Conduct regular meetings necessary for planning, coordination, evaluation, and the effective fulfillment of its ministry. 5.Prepare an annual pastoral plan, calendar of activities, and formation program relevant to the nature of its ministry. 6.Conduct an annual evaluation of its ministries, programs, and organizational life. 7.Maintain an organizational structure consistent with the institutional framework and governance of the National Shrine.

14D. Ministry Officers Qualifications Only Regular Active Volunteers who have rendered at least two (2) years of faithful service and who possess good moral character may be elected to office. Term of Office The term of office of all elected ministry officers shall be one (1) year. An officer may be re-elected to the same office for one (1) additional consecutive term only. No officer shall serve more than two (2) consecutive terms in the same office. Elections Each ministry shall establish election procedures consistent with this Manual. Regular elections shall ordinarily be conducted during the month of November. Newly elected officers shall assume office on the first day of January of the succeeding year. Where elections cannot be held, incumbent officers may continue in a holdover capacity for a period not exceeding three (3) months, after which an election shall be mandatory. Term Limits An officer who has completed two (2) consecutive terms in the same office shall not be eligible for immediate re-election to that position. Eligibility shall be restored only after an interval of two (2) years. An officer elected to another office immediately after completing two consecutive terms may serve only one term in the new office and shall thereafter observe the same mandatory interval before seeking election to any other office. Appointments Leadership positions shall ordinarily be filled through election. Appointments shall be permitted only with the approval of the Rector for exceptional pastoral reasons.

15 Dual Leadership A volunteer-missionary holding a major leadership position in a liturgical ministry shall not simultaneously hold a major leadership position in another Shrine ministry whenever such dual service may result in conflict of responsibilities or governance.E. Dual Ministry The National Shrine recognizes that every volunteer-missionary is called to participate generously in its mission. At the same time, volunteers are encouraged to exercise prudent stewardship of their time, gifts, and responsibilities to ensure the faithful and effective fulfillment of their ministry. 1.The No Dual Ministry Rule shall apply only to volunteers serving in the liturgical ministries of the Shrine. A volunteer may ordinarily belong to only one liturgical ministry at any given time, unless otherwise approved by the Rector for a just and reasonable cause. 2.A volunteer holding a major leadership position in a liturgical ministry shall not simultaneously hold a major leadership position in another liturgical or pastoral ministry if such dual leadership may result in a conflict of responsibilities, divided commitment, or impaired service. 3.Volunteers serving in a liturgical ministry are encouraged to participate in at least one pastoral ministry or one of the Shrine’s social mission programs as an expression of the Shrine’s vision of Debo(Mi)syon, where authentic devotion naturally leads to missionary service. 4.The Shrine’s pastoral ministries and social mission programs include, but are not limited to, the St. Gerard Family Life Ministry, Redemptorist Children’s Committee (RCCom), Redemptorist Youth Mission (RYM), Redemptorist Skills Training and Livelihood Program (RSTLP), St. John Neumann Migrants’ Center, Solidarity Assistance Committee, Justice, Peace and Integrity of Creation (JPIC), and the Special Needs Ministry, including the Special Ministry for the Deaf. Other ministries and apostolates officially recognized by the Shrine shall likewise be covered by this provision.

16 5.In keeping with the spirituality of Debo-Misyon, every volunteer-missionary is encouraged to participate actively in the ministries and programs that promote the Shrine’s devotional and missionary life beyond his or her primary ministry. In particular, the Pilgrimage Committee, as the devotional arm of the volunteers-missionaries, and the Solidarity Assistance Committee (SAC), as their mission arm, are integral expressions of the Shrine’s mission. Although these are not classified as liturgical ministries, all volunteers are encouraged to support and participate in their programs and activities according to their availability, gifts, and capacities, provided that such participation does not interfere with their primary ministry responsibilities.F. Formation and Continuing Human Development The Shrine recognizes ongoing formation as an essential dimension of missionary discipleship and an indispensable requirement for effective volunteer ministry. Accordingly, all volunteers are expected to participate faithfully in both the mandatory and optional formation programs offered by the Shrine, by the Vice Province of Manila, and, where applicable, by the Diocese of Parañaque. 1.Mandatory Formation Attendance at all mandatory formation programs — including, but not limited to, the Basic Orientation Seminar, Safeguarding Formation, Volunteers’ Retreat, and other programs designated by the Shrine or the Diocese — is required of all volunteer-missionaries. A volunteer who fails to attend a mandatory formation without a valid reason, and who fails to submit a written letter of excuse to the Rector prior to the scheduled activity, shall be subject to temporary suspension from ministry until the required formation has been completed and any other conditions for reinstatement have been satisfied. 2.Supplementary Formation Volunteers are likewise encouraged to participate actively in the optional formation programs, seminars, recollections, and enrichment activities offered throughout the year. To foster continuous spiritual and pastoral growth, every regular active volunteer shall attend at least fifty percent (50%) of the optional formation programs conducted annually by the Shrine. Participation in these programs shall form part of the volunteer’s annual membership evaluation.

17 3.Other Formation Participation in external seminars, conferences, workshops, or ministry enhancement programs as an official representative of the Shrine shall require the endorsement of the Ministry Head and the Spiritual Director, and the approval of the Rector especially whenever official representation or financial assistance is involved. 4.Formation Internal to Ministry Ministries are encouraged to organize periodic community-building activities that strengthen fraternity, personal well-being, leadership development, and collaborative ministry. 5. Justice, Peace, and Integrity of Creation (JPIC) as a Shared Spirituality Justice, Peace, and Integrity of Creation (JPIC) shall be understood not only as a particular social mission program of the National Shrine but also as a constitutive dimension of the Christian life and of every volunteer. While the National Shrine maintains a JPIC Ministry to coordinate programs and initiatives in this field, the commitment to justice, peace, reconciliation, the dignity of every human person, and care for our common home is a responsibility shared by every Volunteer-Missionary. As co-workers in the Redemptorist mission, all volunteers are called to allow the values of JPIC to permeate their prayer, relationships, ministry, and witness, so that these become an integral expression of the Shrine’s spirituality of Debo-Misyon. 6.Monitoring of Participation The Ministry Head or designated Formation Coordinator shall maintain attendance records for all formation programs and shall include each volunteer’s participation in the ministry’s annual evaluation report submitted to the Shrine Team.

18 1.Every ministry shall conduct an annual evaluation of its members to determine their continuing suitability and readiness for ministry. 2.The evaluation shall include attendance, participation in formation, physical fitness, ministry performance, and other criteria established by the Shrine. 3.Each ministry shall submit a monthly summary report of attendance in meetings and number of ministry services rendered which will be used for evaluation. 4.Each ministry shall determine its maximum membership capacity based on its pastoral needs, operational requirements, available resources, and capacity to provide adequate formation, supervision, and accompaniment to its members. Such capacity shall be subject to the approval of the Rector or the Shrine Team. 5.Based on the annual evaluation, volunteers shall be classified as follows:G. Membership Evaluation and Classification Regular Active: Volunteers who remain physically fit for ministry and satisfy the minimum attendance requirements (75%) in services, meetings, and formation programs. Regular Inactive: Volunteers who do not satisfy the required level of participation or who are on an approved leave of absence. Probationary: Applicants undergoing the prescribed probationary period of six (6) months prior to regularization. Seasonal: Volunteers who temporarily reside outside Metro Manila and its neighboring provinces, or outside the Philippines, particularly Overseas Filipino Workers (OFWs), migrants, and those living elsewhere due to employment, studies, or other legitimate reasons, while maintaining active affiliation and good standing with their respective ministry, subject to the approval of the Rector. Emeritus: Retired Volunteers who, upon the approval of the Rector, are granted emeritus status in recognition of their dedicated service and may be authorized to render limited ministry beyond the prescribed retirement age, subject to the conditions established by the Shrine. 6.Only volunteers classified under the categories above shall be recognized as official volunteers-missionaries of the National Shrine and shall enjoy the rights and privileges provided in this Manual.

19 The Church Representatives is the coordinating and consultative body composed of the duly designated coordinators or key leaders of the Shrine’s liturgical ministries, pastoral ministries, and social mission programs. Under the leadership of the Rector and the guidance of the Shrine Coordinator, it promotes communion, collaboration, coordination, and shared responsibility among the different ministries in the fulfillment of the Shrine’s mission and vision. As the principal coordinating body of the Shrine’s volunteer ministries, the Church Representatives serves as the primary channel for communicating Shrine policies, implementing common programs, and fostering unity among the various ministries and apostolates.H. Church Representatives Each Church Representative shall: a.Serve as the principal coordinator and representative of his or her ministry or group before the Shrine Team and the Church Representatives. b.Communicate faithfully to the members of the ministry all policies, decisions, programs, and directives discussed during the meetings of the Church Representatives, and ensure their appropriate implementation. c.Lead the planning, implementation, monitoring, and evaluation of the ministry’s programs and activities in collaboration with the ministry officers and under the guidance of the Spiritual Director. d.Present regular reports, updates, and recommendations concerning the ministry during the meetings of the Church Representatives. e.Promote leadership development by mentoring ministry officers and identifying and forming future leaders. f.Encourage the active participation of ministry members in the liturgical, pastoral, missionary, formation, and social programs of the Shrine. g.Foster collaboration and mutual support with other ministries and programs in a spirit of Synodality and shared mission. h.Ensure the proper turnover of records, reports, official documents, ministry property, and other pertinent information to the succeeding set of officers and to the appropriate Shrine office. i.Perform such other responsibilities as may be assigned by the Rector, Shrine Coordinator or the Shrine Team in furtherance of the mission of the National Shrine. 1.Functions and Responsibilities

20 2.Election of the Church Representatives Officers The Church Representatives shall elect from among its members a Coordinator, Assistant Coordinator, and Secretary, who shall serve as the principal officers of the Church Representatives and shall form part of the Shrine Team in matters concerning the volunteer ministries of the National Shrine. To ensure impartiality, effective coordination, and dedicated service to the wider community of Volunteers-Missionaries, a Church Representative elected as Coordinator, Assistant Coordinator, or Secretary shall relinquish his or her position as Ministry Coordinator upon assumption of office. The Assistant Ministry Coordinator of the concerned ministry shall assume the responsibilities of Ministry Coordinator for the remainder of the term, in accordance with the ministry’s approved policies. This provision ensures that the officers of the Church Representatives are able to devote themselves fully to the coordination, animation, and formation of the entire volunteer community, rather than primarily advancing the interests of the ministry from which they came. The Coordinator, Assistant Coordinator, and Secretary of the Church Representatives shall serve as officers of the entire volunteer community and shall exercise their responsibilities with impartiality, always promoting the common good of the National Shrine above the particular interests of any individual ministry or program. 3.Functions of the Church Representatives Coordinator The Coordinator shall: i.Serve as the principal leader and spokesperson of the Church Representatives. ii.Convene and preside over meetings of the Church Representatives in coordination with the Rector and Shrine Coordinator. iii.Promote unity, collaboration, and shared responsibility among all volunteer ministries and programs. iv.Coordinate the implementation of Shrine-wide programs, policies, and initiatives affecting the volunteer community. v.Represent the Church Representatives in meetings of the Shrine Team and perform such other responsibilities as may be entrusted by the Rector.

21 4.Functions of the Assistant Coordinator The Assistant Coordinator shall: i.Assist the Coordinator in the exercise of his or her responsibilities. ii.Coordinate special projects, committees, or Shrine-wide initiatives assigned by the Coordinator or the Shrine Team. iii.Act in the absence or incapacity of the Coordinator and exercise the responsibilities pertaining to that office. iv.Perform such other functions as may be assigned by the Shrine Coordinator or the Rector. 5.Functions of the Secretary The Secretary shall: i.Prepare the agenda, in coordination with the Coordinator and the Shrine Team. ii.Record, maintain, and distribute the minutes of meetings and other official communications of the Church Representatives. iii.Maintain the official records, reports, attendance, and documentation of the Church Representatives. iv.Receive and consolidate reports submitted by the ministries and facilitate their transmission to the appropriate Shrine offices. v.Perform such other administrative responsibilities as may be assigned by the Church Representative Coordinator, the Shrine Coordinator, or the Rector.

22 RIGHTS, PRIVILEGES, AND PASTORAL SUPPORTIII The National Shrine of Our Mother of Perpetual Help recognizes every Volunteer- Missionary as a valued lay partner in the evangelizing mission of the Redemptorists. Faithful to the spirit of Debo(Mi)syon, the Shrine is committed to fostering the holistic growth and well-being of its volunteers by providing opportunities for spiritual formation, pastoral accompaniment, personal development, and missionary engagement. The Shrine likewise seeks to nurture among its Volunteers-Missionaries a deeper relationship with God, a genuine spirit of communion, and a missionary commitment expressed through service, responsibility, integrity, and love of neighbor. Through these efforts, volunteers are formed as missionary disciples who embody the Gospel and contribute to the realization of the Shrine’s mission. A. Rights of Regular Volunteers Every regular volunteer-missionary has the right to: 1.Be formally recognized as a volunteer-missionary through the prescribed rites of installation and commissioning. 2.Participate in the annual renewal of commitment in accordance with the policies of the Shrine and, where applicable, the Diocese of Parañaque. 3.Receive initial and ongoing formation, spiritual accompaniment, and skills development necessary for the faithful exercise of ministry. 4.Participate in the Volunteers’ Retreat, seasonal recollections, and other approved formation programs of the Shrine. 5.Receive appropriate pastoral care, spiritual guidance, and psycho-emotional support during moments of personal difficulty, crisis, or discernment. 6.Participate in the liturgical, pastoral, devotional, missionary, and social apostolates of the Shrine. 7.Participate in diocesan programs, assemblies, and ministry-related activities whenever applicable. 8.Be nominated and elected to leadership positions, provided the qualifications prescribed by this Manual and the ministry are met.

23 9.Receive the prescribed ministry uniform (once every quadrennium) and official identification (ID) card in accordance with the policies of the Shrine. 10.Be treated with dignity, fairness, respect, and due process in all matters concerning ministry, evaluation, discipline, and pastoral accompaniment. B. Privileges of Regular Volunteers Subject to the policies of the Shrine and the availability of resources, regular volunteers-missionaries may enjoy the following privileges: 1.Participation in gatherings, assemblies, and formation encounters organized by the Redemptorists for their lay collaborators. 2.Representation of the National Shrine in diocesan, ecclesial, civic, and other approved meetings, conferences, seminars, or similar activities. 3.Receipt of certificates, tokens of appreciation, awards, or other forms of recognition for faithful and exemplary volunteer service. 4.Financial or material assistance for approved ministry activities, including subsidies for formation, or other legitimate ministry needs, in accordance with Shrine policies. 5.Recognition of significant milestones and length of volunteer service through appropriate programs or awards established by the Shrine. C. Rights and Privileges of Probationary Volunteers Probationary Volunteers are considered members undergoing formation and discernment. While they are not yet entitled to all the rights and privileges of regular volunteers, they shall enjoy the following: 1.Participation in the Shrine’s Basic Orientation Program, foundational catechesis, formation on the Redemptorist charism, the spirituality of Debo(Mi)syon, the mission of the Redemptorist Baclaran Community, and the devotion to Our Mother of Perpetual Help. 2.Attendance at approved formation sessions, ministry training, and skills development programs appropriate to their assigned ministry. 3.Participation in major liturgical celebrations, pastoral activities, missionary programs, and social apostolates of the Shrine, subject to the guidance of their ministry. 4.Appropriate pastoral accompaniment, mentoring, and evaluation throughout the probationary period to assist in their integration into the community of Volunteers-Missionaries. 5.Eligibility for regularization upon the satisfactory completion of all prescribed requirements, formation programs, and evaluations.

24 CODE OF CONDUCT FOR VOLUNTEERS- MISSIONARIESIV Volunteer ministry at the National Shrine of Our Mother of Perpetual Help is both a privilege and a responsibility. As lay partners in the mission of the Redemptorists, volunteers-missionaries are called not only to perform their assigned duties faithfully but also to witness to the Gospel through their words, attitudes, relationships, and manner of life. This Code of Conduct establishes the ethical, pastoral, and ministerial standards expected of every volunteer-missionary while engaged in any ministry, activity, formation program, meeting, or event of the National Shrine, whether within or outside its premises. It serves as a guide for conduct that reflects the values of Christian discipleship, the spirituality of Debo(Mi)syon, and the mission of the Shrine. The provisions of this Code apply to all Regular Active Volunteers-Missionaries and, where applicable, to Probationary Volunteers while participating in Shrine ministries and activities. By accepting installation, commissioning, or regularization as a volunteer-missionary, every volunteer freely accepts the responsibility to observe and uphold the standards contained in this Manual. The Code of Conduct is founded on the Gospel’s twofold commandment of love: love of God and love of neighbor. It calls every volunteer-missionary to cultivate integrity, humility, accountability, respect, compassion, stewardship, responsibility, and missionary zeal. These values foster a community of missionary disciples characterized by mutual trust, collaboration, service, and joyful witness to Christ. Accordingly, this Code is intentionally expressed in positive terms. Rather than merely prohibiting misconduct, it seeks to inspire every volunteer-missionary to pursue what is good, true, and life-giving. It affirms the dignity of every person as created in the image and likeness of God and encourages each volunteer to live out his or her baptismal vocation with fidelity and generosity.

25 At the same time, the National Shrine recognizes that these standards may, at times, be violated. When such violations occur, they shall be addressed through the disciplinary policies and due process established in this Manual. Any corrective or disciplinary action shall always be guided by the principles of justice, charity, truth, pastoral care, and the common good, while seeking, whenever possible, the conversion, healing, and restoration of the volunteer concerned. Every volunteer-missionary shall conduct himself or herself in a manner worthy of the Gospel, faithful to the mission of the National Shrine, and consistent with the spirituality of Debo(Mi)syon. The following standards of conduct express the attitudes and behaviors expected of every volunteer-missionary. Every volunteer-missionary shall: Strive for ongoing personal, spiritual, emotional, and human growth, recognizing and addressing personal concerns that may affect the exercise of ministry. Maintain a lifestyle consistent with Christian values and serve as a positive example in character, speech, attitude, and conduct, especially before children, young people, and vulnerable persons. Dress modestly, appropriately, and respectfully while serving in ministry or whenever officially representing the Shrine. Safeguard his or her physical and mental well-being by avoiding smoking, prohibited drugs, the misuse of alcohol, and other harmful substances while within the Shrine premises or during official Shrine activities. Remain open to fraternal correction, constructive feedback, and continual personal improvement. Demonstrate humility by seeking guidance and assistance whenever necessary for the proper exercise of ministry.A. Standards of Conduct Personal Integrity and Christian Witness Every volunteer-missionary shall: Treat fellow volunteers with respect, courtesy, fairness, and Christian charity, recognizing the dignity of every person. Foster mutual trust, cooperation, and unity within the ministry while protecting the good name and reputation of fellow volunteers. Conduct Within the Ministry Community

26 Respect the privacy and confidentiality of information acquired in the course of ministry, disclosing such information only when authorized or when required for the protection of persons or the common good. Exercise leadership as a ministry of service, using authority responsibly and never for personal advantage or undue influence. Observe honesty, transparency, and accountability in the handling of Shrine funds, donations, equipment, records, and other resources, following all established Shrine policies and procedures. Report misconduct, unethical behavior, or violations of Shrine policies through the proper channels whenever the safety of persons, the integrity of the ministry, or the common good so requires. Faithfully fulfill assigned schedules of service, attend ministry meetings, and actively participate in the life and mission of the ministry. Wear the prescribed ministry uniform and official identification whenever required. Protect and responsibly use all Shrine properties, facilities, and equipment entrusted to the ministry. Strictly observe the safeguarding policies of the Church, the Redemptorists, and the National Shrine concerning the protection of children, minors, and vulnerable persons. Obtain the necessary approval of the Rector or the duly authorized representative before undertaking projects, activities, or public initiatives in the name of the Shrine or the ministry. Conduct Within the Shrine Community Every volunteer-missionary shall: Promote communion, collaboration, and mutual respect among all ministries and volunteers of the Shrine. Place the mission and common good of the Shrine above personal interests, preferences, or recognition. Cooperate with the Shrine Team, Ministry Heads, Spiritual Advisers, and other duly constituted authorities in a spirit of obedience, dialogue, and shared responsibility. Speak truthfully and respectfully about the Shrine, its mission, its leaders, and fellow volunteers, avoiding gossip, calumny, and actions that may damage their reputation. Use social media responsibly and prudently, promoting the mission and good name of the Shrine while respecting confidentiality, truthfulness, and Christian charity.

27 Participate actively in Shrine-wide liturgical celebrations, pastoral initiatives, missionary activities, and community events as an expression of shared mission. Conduct Toward Devotees and the Public Every volunteer-missionary shall: Welcome all devotees with hospitality, respect, compassion, patience, and readiness to serve. Communicate clearly, courteously, and respectfully, especially when providing instructions, assistance, or information during crowded or emergency situations. Exercise prudence in accepting gifts or material favors from devotees and avoid any situation that may create conflict of interest, misunderstanding, or scandal. Respond calmly, fairly, and respectfully to difficult situations, allowing reason, charity, and pastoral sensitivity to guide all actions. Representation of the National Shrine Whenever acting or speaking in an official capacity, every volunteer-missionary shall: Represent the National Shrine with integrity, professionalism, and fidelity to its mission. Make public statements or represent the Shrine before the media, public forums, or other organizations only when authorized by the Rector or his duly designated representative. Act only within the authority granted for organizing activities, entering into partnerships, or representing the Shrine in external engagements. Respect and uphold the teachings of the Catholic Church in official ministry and exercise prudence and discretion when expressing personal opinions on public, social, or moral issues. Extend courtesy, hospitality, and respect to individuals, organizations, and sectoral groups visiting the Shrine, while safeguarding the identity, mission, and pastoral priorities of the Shrine.

28 a.Voluntarily relinquish any leadership position in the Shrine and take a leave of absence from all Shrine ministries upon seeking elective public office, accepting a political appointment, or becoming directly involved in partisan political campaigns or campaign activities for any candidate or political party, in order to avoid conflicts of interest, preserve the non-partisan mission of the Shrine, and prevent any perception that the Shrine endorses or supports any political candidate or party. Every volunteer-missionary is entrusted with the responsible use and care of the resources, facilities, and properties of the Shrine. As faithful stewards of the Church’s temporal goods, volunteers shall exercise honesty, accountability, prudence, and respect in the use of all Shrine resources.B. Stewardship of Shrine Resources and Facilities Accordingly, every volunteer-missionary shall: Exercise responsible stewardship over all Shrine funds, facilities, equipment, instruments, tools, vehicles, and other properties entrusted to his or her care. Observe honesty, transparency, accountability, and due diligence in the handling and use of Shrine resources. Comply with all Shrine policies, procedures, and approval processes governing requests for funds, the use of facilities, equipment, meeting venues, musical instruments, and other Shrine resources. Promptly report any loss, damage, malfunction, or misuse of Shrine property to the appropriate ministry officer or Shrine Office. The use of Shrine facilities shall be governed by the following policies: All requests for the use of Shrine facilities shall be made through the prescribed Reservation Form available from the Information Office of the Shrine. Reservation requests shall be submitted at least one (1) week before the intended use and shall be endorsed by the Ministry Spiritual Director or Professed in Charge, whenever applicable. No facility shall be used without prior approval from the appropriate Shrine authority. Requests shall be evaluated based on the availability of the venue, the nature of the activity, and the priorities of the Shrine. Reservation and Use of Shrine Facilities

Comply with all Shrine policies, procedures, and approval processes governing requests for funds, the use of facilities, equipment, meeting venues, musical instruments, and other Shrine resources. Promptly report any loss, damage, malfunction, or misuse of Shrine property to the appropriate ministry officer or Shrine Office. Shared Use of Ministry Spaces Where the National Shrine assigns a room, office, or designated space to a particular ministry for its regular operations, such assignment shall be understood as a privilege for orderly administration and ministry, and not as an exclusive right of use or ownership. Accordingly: Ministries entrusted with a designated space shall exercise responsible stewardship by ensuring its proper care, cleanliness, security, and appropriate use.

30 Designated ministry spaces may be used by other Shrine ministries or programs whenever they are not scheduled for use by the ministry to which they are assigned, subject to prior coordination and approval by the appropriate Shrine authority or the ministry entrusted with the space. All ministries shall exercise mutual respect, cooperation, and Christian charity in the shared use of Shrine facilities, recognizing that all spaces and resources exist primarily for the common mission of the National Shrine rather than for the exclusive benefit of any particular ministry. The Centennial Hall and Romano Hall are intended primarily for the pastoral, formation, community-building, and ministerial activities of the Redemptorists and their Lay Partners in Mission in support of the mission of the National Shrine of Our Mother of Perpetual Help. The Centennial Hall is administered by the Vice Provincial Office while the Romano Hall is administered by the Baclaran Mission Community. The use of either facility shall be subject to the policies of the respective administrator. A. Centennial Hall The Centennial Hall may accommodate up to fifteen (15) persons and may ordinarily be used for: Meetings Planning and Evaluation Sessions Seminars and Training Programs Small-group Recollections and Formation Sessions B. Romano Hall The Romano Hall may be used by one or more ministries for: Meetings Planning and Evaluation Sessions Seminars and Training Programs Large-group Recollections and Formation Activities Legitimate Ministry Gatherings and Celebrations approved by the Shrine CENTENNIAL HALL AND ROMANO HALL

31 Requests for the use of kitchen facilities, utensils, or equipment shall require prior written request through the Information Office, upon the endorsement of the person in charge of Romano Hall, and approval of the Rector or any member of the Redemptorist community. Ministries using Romano Hall for activities beyond their regular meetings or scheduled ministry functions are expected to make a voluntary contribution to help defray the costs of maintenance, utilities, and the upkeep of the facility. The amount of the contribution shall be left to the generosity and capacity of the ministry. Romano Hall shall be used only for purposes consistent with the mission of the Shrine. Activities outside the approved purposes shall require the prior approval of the Rector. On Wednesdays and Sundays, Romano Hall shall be reserved primarily for the operational, pastoral, and formation needs of Volunteers-Missionaries serving in the Shrine, unless its use is required for other activities of greater pastoral, liturgical, or institutional priority as determined by the Rector or his duly authorized representative. All activities conducted in Romano Hall and Centennial Hall shall conclude no later than 10:00 PM, unless otherwise authorized by the Rector. All users shall strictly observe the Clean As You Go (CLAYGO) policy and shall return the venue, furniture, equipment, and facilities to their proper condition immediately after use. Official activities of the Redemptorist Baclaran Community and the Vice- Province of Manila shall always take precedence over other reservations. In such cases, previously approved reservations may be rescheduled upon reasonable notice. POLICIES GOVERNING THE USE OF ROMANO HALL VIOLATIONS Failure of a ministry or its members to observe the policies governing the use of Shrine facilities may result in the imposition of the following administrative sanctions, taking into consideration the nature and gravity of the violation: First Offense: Written Warning Second Offense: Community service or general cleaning duty as determined by the Shrine Office Third Offense: Suspension of the ministry’s privilege to use the facility for a period of two (2) months, without prejudice to any additional disciplinary action that the Rector may deem appropriate depending on the gravity of the violation.

32 All Shrine funds are ecclesiastical resources entrusted by the people for the fulfillment of the Shrine’s mission. Every Volunteer-Missionary and ministry is expected to exercise honesty, prudence, transparency, and accountability in the request, use, and liquidation of financial resources provided by the Shrine. Accordingly, the following policies shall govern all concerns related to financial matters:C. Financial Stewardship and Accountability Request for Funds All fund requests shall be submitted in writing using the prescribed Fund Request Form and accompanied by an itemized budget. Requests shall bear the endorsement of the Ministry Head and the Spiritual Director before being forwarded to the Shrine Coordinator for evaluation and to the Rector for final approval. Ministries or programs that operate under separate administrative structures, including pastoral ministries and social mission programs, shall follow their respective approved financial procedures, provided that these remain consistent with the financial policies of the Redemptorist Baclaran Community. Authorized Use of Funds Approved funds shall be used solely for the purpose for which they were requested and approved. Any substantial modification to the approved budget or purpose shall require prior authorization from the appropriate Shrine authority. Release of Funds Subject to the availability of funds and the completion of all documentary requirements, approved requests shall ordinarily be released within three (3) working days. Liquidation of Expenses A complete liquidation report, supported by official receipts and other required documents, shall be submitted within five (5) working days after the completion of the approved activity or the receipt of the funds, whichever is applicable. 33 Budget Compliance All expenditures shall remain within the approved budget. Expenses exceeding the approved allocation or involving unauthorized expenditures shall require prior approval from the Rector or his duly authorized representative before reimbursement or recognition may be considered. Outstanding Liquidations No subsequent request for new funds shall be processed while the ministry has an outstanding liquidation or unliquidated financial assistance, unless otherwise authorized by the Rector for a just cause. Solicitation of Funds and Donations The solicitation of funds and donations in the name of the National Shrine is not part of the ordinary practice of its ministries and shall remain an exceptional measure undertaken only when genuinely necessary for legitimate pastoral, missionary, and charitable purposes. As such, all fundraising activities shall be conducted with transparency, integrity, and accountability, always safeguarding the public trust and remaining faithful to the mission and good name of the National Shrine. Accordingly: No individual volunteer-missionary shall solicit or receive monetary or material donations in the name of the National Shrine, the Redemptorists, or any Shrine ministry without the prior written approval of the Rector or his duly authorized representative. A ministry or program may conduct fundraising or solicit donations only for a legitimate pastoral, missionary, or charitable purpose approved by the Shrine. Such solicitation shall be limited to the purpose for which it has been authorized. All solicitations shall clearly indicate their specific purpose, the ministry responsible, and, when applicable, the period covered by the fundraising activity. All funds and donations received through approved solicitations shall be properly recorded, safeguarded, and used exclusively for their authorized purpose. They shall not be diverted to any other activity or expense without the prior approval of the Rector. Outstanding Liquidations Budget Compliance Solicitation of Funds and Donations

34 Every ministry that conducts an approved solicitation shall submit a complete financial report, including a statement of receipts, expenditures, supporting documents, and the remaining balance, within the period prescribed by the Shrine. To promote transparency and accountability, ministries shall present or submit a summary of their approved fundraising activities and financial reports to the Shrine Team, whenever applicable. Ministries are encouraged to exercise prudence and moderation in conducting fundraising activities so as not to cause donor fatigue, create competition among ministries, or interfere with the ordinary stewardship and fundraising initiatives of the National Shrine. The Rector reserves the right to suspend, modify, or discontinue any solicitation or fundraising activity that is inconsistent with the mission, policies, or best interests of the National Shrine

35 DISCIPLINE, DUE PROCESS, AND PASTORAL RESTORATIONVThe National Shrine of Our Mother of Perpetual Help seeks to foster a community of volunteers-missionaries characterized by Christian charity, integrity, accountability, mutual respect, and faithful service. Accordingly, this Manual establishes a Code of Conduct that expresses the values and standards expected of every Volunteer-Missionary. Any conduct that is inconsistent with these standards, whether by action or omission, constitutes a breach of the spirit of volunteer ministry and may warrant pastoral correction or disciplinary action. This Manual does not attempt to provide an exhaustive list of every act or omission that may constitute misconduct. Rather, it establishes the principles, values, and standards by which the conduct of every volunteer-missionary shall be evaluated. Any behavior that seriously undermines the mission of the Shrine, violates the dignity of persons, compromises the integrity of ministry, or brings scandal upon the Church or the National Shrine may be subject to the disciplinary processes provided in this Manual. The primary purpose of discipline is not punishment but the protection of the mission of the Shrine, the promotion of justice, the safeguarding of persons, the preservation of the integrity of volunteer ministry, and, whenever possible, the conversion, healing, and restoration of the volunteer concerned. Corrective measures shall therefore always be exercised with charity, prudence, fairness, and due regard for the common good. All disciplinary proceedings shall observe the principles of due process, confidentiality, impartiality, proportionality, and respect for the dignity of every person. No disciplinary sanction shall be imposed without first providing the volunteer concerned a reasonable opportunity to be heard, except in cases where immediate preventive action is necessary to protect persons, safeguard the integrity of the Shrine’s ministry, or comply with applicable Church policies or civil law. This chapter establishes the procedures for investigating complaints, determining responsibility, imposing appropriate disciplinary measures, hearing appeals, and, whenever possible, facilitating the pastoral restoration and reintegration of the volunteer into the life and mission of the Shrine.

36 Safeguarding Provision: Allegations involving the abuse or exploitation of minors or vulnerable adults, sexual misconduct, or other matters governed by the Safeguarding Policies of the Catholic Church, the Congregation of the Most Holy Redeemer, the Vice-Province of Manila and the Diocese of Parañaque, shall be handled in accordance with the applicable safeguarding protocols. The procedures contained in this chapter shall supplement, but shall not replace or supersede, those safeguarding policies. Investigation and Due Process Scope The procedures contained in this section govern complaints involving alleged violations of this Manual, the Shrine’s Code of Conduct, or the approved policies of the respective ministry. These procedures do not apply to allegations involving the abuse or exploitation of minors or vulnerable adults, sexual misconduct, or other matters covered by the Safeguarding Policies of the Catholic Church, the Congregation of the Most Holy Redeemer, the Vice-Province of Manila and the Diocese of Parañaque. Such cases shall be handled exclusively in accordance with the applicable safeguarding protocols. Ministry Guidelines Every ministry shall adopt supplementary procedures for handling disciplinary concerns within its own organization. Such procedures shall be consistent with this Manual and shall not diminish the authority of the Rector or contradict Shrine policies. Preliminary Review Complaints shall ordinarily be received and reviewed by the Ministry Head or Coordinator and the Spiritual Director to determine whether sufficient grounds exist for further investigation. If the complaint involves the Ministry Head, the Spiritual Director, or any ministry officer, the Rector shall immediately designate another person or committee to conduct the preliminary review in order to preserve impartiality and avoid any conflict of interest. Referral to the Rector When the preliminary review establishes reasonable grounds for further action, the matter shall be referred in writing to the Rector together with all relevant documents and recommendations.

37 Formal Investigation The Rector may constitute an Investigating Committee composed of members whom he deems competent and impartial. The Ministry Head shall ordinarily serve as a member of the committee unless he or she is directly or indirectly involved in the complaint. Where necessary to protect the integrity of the investigation, the safety of persons, or the good name of the Shrine, the Rector may place the respondent on preventive leave from ministry pending the completion of the investigation. Such preventive leave shall not be construed as a disciplinary penalty. Due Process The Investigating Committee shall observe fairness, confidentiality, impartiality, and respect for the dignity of all persons. The respondent shall be informed of the allegations and shall be given a reasonable opportunity to respond, present evidence, identify witnesses, and participate in one or more dialogues as may be necessary to establish the truth. Investigation Report Within a reasonable period after the conclusion of the investigation, ordinarily not exceeding fifteen (15) working days unless circumstances require otherwise, the Investigating Committee shall submit to the Rector a written report containing: the established facts; its findings; mitigating or aggravating circumstances, if any; and its recommendation. Decision of the Rector The Rector shall carefully study the report before rendering a decision. If he considers the evidence insufficient, he may require additional investigation or conduct further inquiry personally. The decision of the Rector shall be communicated in writing to the parties concerned.

38 Disciplinary Measures Disciplinary measures shall be imposed with due regard for the nature and seriousness of the offense, the surrounding circumstances, the volunteer’s previous conduct, the welfare of the community, and the mission of the National Shrine. Unless a more serious offense warrants the immediate imposition of a higher sanction, disciplinary measures shall ordinarily be applied progressively as follows: First Offense: A minor violation of the Shrine’s Code of Conduct shall ordinarily be addressed through fraternal correction and a formal written warning or reprimand. Second Offense: A subsequent violation of the same or a similar nature, or the commission of another offense after a written warning has been issued, shall ordinarily merit temporary suspension from ministry for a period determined by the Rector upon the recommendation of the Investigating Committee. Upon reinstatement, the volunteer may likewise be disqualified from holding or being elected to any leadership position for a period determined by the Rector. Third Offense / Repetitive Offense: Repeated violations demonstrating persistent disregard for the Shrine’s Code of Conduct may merit permanent dismissal from all volunteer ministries of the National Shrine, both liturgical and pastoral, after the observance of due process. Notwithstanding the foregoing, grave offenses — including, but not limited to, grave dishonesty, theft, serious abuse of authority, physical violence, malicious defamation, deliberate destruction of Shrine property, acts causing grave scandal, or any conduct that seriously compromises the mission, integrity, or good name of the Shrine — may merit immediate suspension or permanent dismissal after the observance of due process.

39 Appeal A volunteer who is the subject of a disciplinary sanction may file a written appeal addressed to the Rector within thirty (30) calendar days from receipt of the decision. When the appeal presents new evidence or substantial grounds for reconsideration, the Rector may reconvene the Investigating Committee or appoint a new committee to review the case. After considering the findings of the review, the Rector shall issue a written decision. The Rector’s decision after reconsideration shall be final. Pastoral Accompaniment, Healing, and Reintegration The National Shrine recognizes that every person remains capable of conversion, healing, and renewed discipleship. While accountability is an essential element of volunteer ministry, discipline must always be exercised in a spirit of justice, mercy, and pastoral charity. Accordingly, a volunteer who has been sanctioned may request pastoral accompaniment from the Shrine through a Spiritual Director, pastoral mentor, counselor, or other person designated by the Rector. Where appropriate, opportunities for healing and reintegration may include: spiritual direction or pastoral accompaniment; personal or group reflection and dialogue; psycho-emotional support or professional referral when appropriate; renewed formation on the mission, spirituality, and values of the Shrine; participation in restorative processes aimed at reconciliation with the community; reapplication for ministry after the completion of the conditions imposed by the Rector. Where an entire ministry has been affected by a disciplinary action, the Shrine may likewise provide facilitated dialogue, community processing, reconciliation sessions, or other pastoral interventions to restore trust, unity, and missionary communion. A volunteer who declines the opportunities for accompaniment, reconciliation, or reintegration offered by the Shrine remains free in conscience to do so. Such refusal, however, may affect the person’s eligibility for future reinstatement or readmission to volunteer ministry.

40 Attendance, Leave of Absence, Renewal, and Readmission 1.Attendance and Absences Faithful attendance is an essential expression of every Volunteer-Missionary’s commitment to the mission of the Shrine. Volunteers are therefore expected to participate regularly in their assigned ministry services, meetings, and required formation programs. a.Ministry Service i.Every volunteer-missionary shall faithfully fulfill his or her assigned ministry schedule. ii.A volunteer who is unable to report for an assigned service shall notify the appropriate ministry officer as soon as reasonably possible, stating the reason for the absence. iii.Each ministry shall establish its minimum attendance requirement for ministry service, which shall be clearly stated in its ministry manual and shall be subject to the approval of the Shrine Team. Such requirement shall not be lower than the minimum attendance standard prescribed in this Manual and may be increased according to the pastoral and operational needs of the ministry. Compliance with the approved attendance requirement shall form part of the annual evaluation of every volunteer-missionary’s membership status. iv.Every ministry shall submit a monthly attendance report on ministry service to the Church Representative Secretary. b. Ministry Meetings i.Volunteers are expected to attend the regular meetings of their respective ministries. ii.A volunteer who is unable to attend a meeting shall notify the Ministry Head or the designated officer, stating the reason for the absence through the communication procedure established by the ministry. iii.Each ministry shall determine the acceptable grounds for excused absences and the attendance requirements for meetings, subject to this Manual. iv.Ministries shall regularly submit attendance reports of meetings to the Church Representative Secretary.

41 2.Leave of Absence a.A volunteer-missionary who is temporarily unable to fulfill ministry responsibilities may apply for a leave of absence by submitting a written request to the Ministry Head, indicating the reason and the requested duration of the leave. b.Applications for leave shall be evaluated by the Ministry Head and the Spiritual Director, taking into consideration reasons such as health, family, employment, studies, personal circumstances, or other just causes. c.Each ministry shall determine the maximum period of leave permitted under its approved policies. Indefinite leave shall not be allowed. d.A volunteer requiring an extension of the approved leave shall submit a written request before the expiration of the original leave period. e.Failure to request an extension or to return to ministry after the expiration of the approved leave may result in the cessation of volunteer membership. Any subsequent return to ministry shall ordinarily require an application for readmission. 3.Renewal of Ministry Commitment The annual renewal of ministry commitment shall be governed by the provisions on Commissioning and Renewal contained elsewhere in this Manual and by the applicable policies of the Diocese of Parañaque for ministries under its jurisdiction. 4.Readmission to Ministry This section applies to former volunteers who have completed a period of suspension, voluntarily resigned from ministry, or whose membership ceased after an approved leave of absence. Readmission following permanent dismissal shall be considered only in exceptional cases and solely at the discretion of the Rector. a.An applicant for readmission shall submit a written request to the Head or Coordinator of the Ministry to which he or she previously belonged. A volunteer seeking admission to another ministry shall likewise obtain the appropriate endorsement from the former ministry, when applicable. b.The Ministry Head and the Spiritual Director shall evaluate the application and determine whether the applicant has fulfilled the conditions required for readmission. c.Upon favorable recommendation, the application shall be forwarded to the Rector for final approval.

42 d. The Rector alone has the authority to approve or deny applications for readmission and may require a personal dialogue before rendering a decision. e. When readmitted, the volunteer may be required to complete the prescribed formation program, probationary period, or other conditions deemed necessary by the Rector or the receiving ministry before resuming regular ministry service.

43GENERAL PROVISIONSVI A. Repealing Clause B. Separability Clause C. Effectivity Clause Upon the effectivity of this Volunteers’ Manual, all previous manuals, policies, guidelines, memoranda, circulars, administrative issuances, and customary practices governing the Volunteers-Missionaries of the National Shrine of Our Mother of Perpetual Help that are inconsistent with the provisions of this Manual are hereby repealed, amended, or modified accordingly. Policies, guidelines, and administrative issuances that are not inconsistent with this Manual shall remain in full force and effect until amended or repealed by the Rector or the competent Shrine authority. Nothing in this Manual shall be construed as superseding the universal law of the Church, the norms of the Congregation of the Most Holy Redeemer (Redemptorists), the policies of the Diocese of Parañaque, or applicable civil laws. In the event of any inconsistency, such higher norms shall prevail. Should any provision of this Manual be declared invalid, unlawful, or unenforceable by the competent ecclesiastical or civil authority, such declaration shall not affect the validity or enforceability of the remaining provisions, which shall continue in full force and effect. This Volunteers’ Manual shall take effect immediately upon its approval and promulgation by the Rector of the National Shrine of Our Mother of Perpetual Help and shall remain in force until amended, revised, or repealed by the Rector, in consultation with the Shrine Team, or as may be required by the competent ecclesiastical authority.

44 APPROVAL AND PROMULGATION In the exercise of my pastoral responsibility as Rector of the National Shrine of Our Mother of Perpetual Help, and after due consultation with the Shrine Team and the representatives of the Shrine’s Volunteer-Missionaries, I hereby approve and promulgate this Volunteers’ Manual. This Manual shall serve as the official guide governing the recruitment, formation, organization, rights and responsibilities, standards of conduct, and discipline of all Volunteer-Missionaries serving in the liturgical ministries, pastoral ministries, and social mission programs of the National Shrine of Our Mother of Perpetual Help. All Volunteer-Missionaries, Ministry Heads, Spiritual Advisers, Church Representatives, and members of the Shrine Team are enjoined to faithfully observe, implement, and promote the provisions of this Manual in the spirit of Synodality and communion, co-responsibility, and missionary service, always inspired by the Shrine’s spirituality of Debo-Misyon.
