TCN Behavioral Health Services is preparing to open Rockdell Villas, a 40-unit, nearly $13 million permanent supportive housing development in Fairborn that aims to provide permanent housing for individuals with severe mental illness and homelessness.
The development is the first of its kind in Greene County, Strobl said. “I truly believe this is my calling, this project,” said TCN CEO Lori Strobl. The facility, located at 2200 Rockdell Drive, contains several functions, including on-site supportive services, a vocational laundry facility, space for case management and other mental health resources to help ensure residents have tools and resources to succeed, TCN staff say. “If you’re familiar with Maslow’s hierarchy, if you don’t know if you’re going to get food, or if you’re freezing and you don’t know where you’re going to stay that night, or if you’re sick and you can’t get medical treatment, or maybe have an undiagnosed mental health issue ... then how can you contribute to society?” Strobl said. Permanent supportive housing, according to the Ohio Department of Behavioral Health, is meant to enable those with addiction, special needs and mental health problems to “live as independently as possible in a permanent setting” while having access to services that support their recovery and independence. The 34,000 square-foot facility is expected to be finished by Aug. 1 and will officially open Aug. 27. “The overarching big picture is: how does this help society? By having them in a safe place, where they’re secure, crimes aren’t being committed against them, and then they’re able to seek the help that they need if that’s what they desire.” Rockdell Villas aims to fill a gap in Greene County’s behavioral health system between these two points, Strobl said. The idea for Rockdell started about 10 years ago, she said. TCN operates several group homes for individuals who require extensive assistance with daily living, as well as independent apartments for those capable of living largely on their own.

Several different organizations are able to connect those in need to apartments at Rockdell, including TCN themselves, Greene Metropolitan Housing Authority, Community Action Partnership and others. Funding for the $12.8 million project comes from a combination of federal, state and local sources, including the Mental Health and Recovery Board of Clark, Greene and Madison Counties abd the Ohio Department of Behavioral Health. The facility was built by Oberer Construction.
