Welcome to Hallowed Grounds RP EMS Team Welcome to Hallowed Grounds RP EMS team! Every EMS StaƯ member is required to read, know, and follow every rule mentioned below. Failure to follow these rules may lead to a warning, strike, loss of a job or even a ban depending on the severity of the situation. Every EMS StaƯ member is also required to follow the “Hallowed Grounds RP Server Rules”. EMS is a role which does not primarily focus on combative roleplay. Your job is to help injured people, regardless of who they are. EMS General Rules Criminal Activity Policy EMS staƯ members are permitted to participate in criminal roleplay while employed. However, if you are caught, arrested & convicted of your crimes, disciplinary action may be taken. Standard criminal oƯenses- You may be suspended from EMS pending review. Federal or capital oƯenses- You may be terminated from EMS immediately. If you are terminated due to criminal activity, you may also be blacklisted from rejoining EMS for 30–90 days, depending on the severity of the oƯense and the circumstances around the termination. Background Check Requirements Applicants must pass a background check before being hired into EMS. Individuals with convictions for attempted murder, murder, or other serious felony/federal oƯenses are not eligible for employment with EMS. For most other oƯenses, we believe in second chances. Our goal is to give people the opportunity to leave their criminal past behind and become someone who helps save lives instead of taking them. Corruption Policy Any form of EMS or PD corruption is strictly prohibited and may result in a permanent ban from EMS. Examples include but are not limited to: Providing medical treatment while oƯ duty. Removing or tampering with items stored in PD evidence.
Sharing confidential information, such as player or department locations. Going oƯ duty while retaining EMS-issued equipment or using department resources for personal gain. Any actions that abuse your position, compromise department integrity, or provide an unfair advantage will be investigated and may result in immediate termination and a permanent blacklist from EMS. Patient Care Reason for refusal 1. EMS personnel may not refuse treatment of any patient at the hospital or any other location, except under the circumstances outlined in Sections 1.B, 1.C, 1.D. Any EMS member who intentionally refuses to assist a patient without a valid exception may be subject to punishment. Patient Care & Response Urgency (1.A) When a call is received, you are expected to respond with urgency regardless of the patient’s location. A patient’s life may depend on your response time. Respond to calls as they are received. Move with purpose! Do not walk slowly or use exaggerated walking animations while responding to a patient. Treat every call as a priority unless otherwise directed by a member of EMS management. Patient Blacklisting (1.B) All patient blacklists must be approved by EMS Management or City Management. If neither is available, the highest-ranking EMS member on duty may make the decision, and it must be communicated to Senior leadership who made the decision and why. Please Contact through Discord first if no one is in city to help. If EMS is required to respond to the same individual or group three (3) or more times within a 10-minute period, you must first warn the individual(s) that any additional calls may result in one of the following: The patient being transported to the hospital for all future treatment during the cooldown period. A 1-hour EMS response blacklist, depending on staƯing levels and management approval.
Before placing anyone on a blacklist: The patient must be informed that they are about to be blacklisted. Notify your fellow EMS members through the appropriate communication channels (such as the Breakroom channel) so everyone is aware of the response cooldown. Business Blacklists (1.C) If a business repeatedly generates EMS calls due to activities such as paintballing (more than 3 calls within 10 minutes), warn those involved that the behavior must stop. If the calls continue, the business may be blacklisted from EMS response for up to 3 hours, subject to management approval. On-Scene Treatment and Exceptions (1.D) Patients may be treated on scene or if there is a large scene you can take the patient by ambulance to the hospital or another location up the street that is less crowed to provide medical treatment. Patients should be treated according to their injury and not just provided with a “revive”, they need to be given the items for each injury. This will help patients to value their lives and allow the medical personnel to really engage in the medical services they are interested in pursuing as a life choice in city. If a PD oƯicer is flat-backed, they are not required to be transported back to the hospital for treatment. Medical care may be provided on scene, allowing the oƯicer to return to duty more eƯiciently. For large-scale incidents involving PD vs. Gang, Gang vs. Gang, or any other mass-casualty event where transporting every patient is impractical, EMS may treat all patients on scene at the discretion of the highest-ranking EMS member present. Note: Do not provide wheelchairs to PD oƯicers, as wheelchairs cannot be transported in police vehicles. Harassment and Hazing Harassment 2. Harassment toward EMS personnel will not be tolerated. If you are being harassed, you must record the incident and submit the evidence to EMS Management through a Discord ticket for review; this is a city violation so the ticket will be tagged for review by city management as well.
If a player engages in out-of-character harassment, or makes sexual, racist, discriminatory, or other abusive remarks, you may: Immediately discontinue treatment. Report on the individual using their player ID. Submit any video or audio evidence to Management for review. (2.A) There will be absolutely ZERO tolerance for employee harassment and hazing under any circumstance, and you will be terminated and sent to the Bahamas for one (1) week if you are caught engaging in such acts. You will be entered on a blacklist NEVER to be hired as EMS for Hallowed Grounds RP again. If someone harasses you OOC or makes sexual/racist/discriminatory remarks towards you, you may discontinue treatment, report that individual with their ID, and provide video/audio recording of the situation. For additional information regarding harassment policies, please refer to the oƯicial Hallowed Grounds RP Server Rules. Exploiting 3. The act of any exploitation will result in an instant strike and will override the rule (13.D) and will instead be fourteen (14) days of good-behavior to be removed. Exploiting is also going against the Hallowed Grounds RP Rules which can and will lead to either Community Service, Suspension, or Ban (Bahamas) for an amount of time from the city. Administering First-aid to anyone while not clocked in or clocking in to revive people from scenes you may be involved in and then immediately clocking out is a form powergaming which may result in immediate termination or worse. Other Rule Explanations A. EMS does not go to KOS Island, and the Prison to respond to calls at any time for any reason, doing so may result in a strike. B. EMS does not respond to the COMMs (Community Service) location will be disclosed by management if you do not already know where it is. C. Discussing, sharing, or publicly disclosing any internal financial details or hospital pricing is prohibited and will result in immediate termination.
ACTIVE SCENE SAFETY PROTOCOLS (3.A) Definition of an Active Scene An Active Scene is any ongoing situation involving potential danger, including but not limited to: Gang vs. Gang conflicts Police vs. Gang or Civilian incidents Civilian vs. Civilian altercations Any location with visible gunfire, fighting, or hostile actions If you observe any of the above, the scene is to be considered unsafe until oƯicially declared Code-4 (safe). If the scene involves gang or civilian conflict and Law Enforcement is not present, EMS must follow these steps: 1. Wait a minimum of five (5) minutes after the last sign of gunfire or hostile activity. 2. After that time, EMS may: Ask the nearest conscious gang member if the scene is Code-4, or Wait for dispatch confirmation indicating the scene has been cleared. 3. Do not enter the area until confirmation is received. 4. If at any point hostility resumes, restart the five-minute timer before attempting entry again. (3.B) Verification Procedure If uncertain whether a scene is clear, follow these steps: Request a 10-71 (Scene Check) through your EMS radio. Temporarily switch to PD Radio (Channel 1) and ask if the scene is Code-4. IF ITS A GANG SCENE — please wait until 5 minutes of no gun fire and ask the closest gang member If no confirmation is given — do not enter the area. (3.C) Scene Safety Rules 1. Do NOT enter an active scene until it has been oƯicially declared Code-4 by Law Enforcement or the parties involved. 2. Always assume there is potential danger, including robbery, shootouts, or police custody actions. 3. Maintain a safe distance and roleplay fear for your life when nearby an active scene.
4. Do not approach, assist, or provide medical aid until the scene is 100% safe. 5. EMS may not interfere in any active scene, even if requested. 6. Stay inside your vehicle until: Law Enforcement or the parties involved confirm the scene is Code-4, or There was no gunfire or hostile activity for at least five (5) minutes. EMS Equipment 4. First-aid kits (4.A), HandcuƯs (4.B), Taser (4.C), Stretcher and (4.D) Other Equipment. All EMS equipment must remain at the hospital (personal hospital stash) unless you are on duty. (4.A) First-aid kits are used to bandage and revive the citizens of the city. First-aid kits are not to be taken oƯ duty by anyone. Maximum allowed to have while on duty is 200. (4.B) HandcuƯs can only be used by Paramedic rank and above. HandcuƯs shall only be used to remove someone oƯ the premises or to uncuƯ patients after revives. No power cuƯing. Selling or Gifting this item will result in a 3 day ban and a $75,000 fine to your account. (4.C) Tasers can only be used by Paramedic rank and above. Tasers are only required when you need to leave an area and someone is harassing you. Selling or gifting this item will result in a PERM ban and $75,000 fine to your account. (4.D) All EMS equipment must remain secured within the designated hospital storage at all times, unless the employee is actively on duty. Personal retention or removal of EMS equipment while oƯ duty is strictly prohibited. Radio 5. While clocked onto EMS you must be on EMS radio. You are allowed to switch over to PD radio frequency to request PD or ask if their scene is a Code 4. While on radio you are required to use your 10-Codes appropriately. DO NOT CALL OUT “MOST RECENT”. (If there are people on the radio and no one is responding to call-outs, everyone on the radio is getting a warning.) (5.A) If you are not working you should not be on the radio.
Uniform 6. It is mandatory that you wear your appropriate uniform while on duty (6.A). If you want to make a change in your uniform, let the Chief/Assistant Chief know, and they will either approve or not approve. Failure to do so will result in a warning, then a second strike upon a second oƯense. Custom Imported EMS clothes may be allowed after first receiving the approval from management. The following are not permitted: Stockings, shorts, or skirts, Underwear-only or bottomless outfits Being shirtless or appearing shirtless, Open-toed shoes (including sandals or flip-flops), Outrageously styled or unrealistic footwear and all attire must remain professional, realistic, and EMS-appropriate while on duty. (6.B) All rank-specific clothing items are posted in Discord. Vehicles 7. Vehicles are rank locked for a reason. Do not ask a higher rank to pull you out a car so you can go on patrol in EMS Vehicles above your ranking. You may drive a higher rank vehicle if an on-duty EMS coworker of appropriate rank is in the vehicle patrolling with you. As EMS, you will use your Lights and Sirens to save lives. While you have your Sirens and/or Lights on, you may disobey the traƯic laws to get to the scene as quickly as possible. DO NOT Repair Personal vehicles at the REPAIR STATION - You will receive a strike if caught using for non-EMS Vehicles (7.A) EMS Vehicles Only EMS Employees should be utilizing EMS vehicles. Civilians may not be in EMS vehicles at any time, if you need to take a civilian to the hospital for treatment because they are flat backed this is the only exception, they can find transportation back to the scene, we do not provide that service. You may give a police oƯicer a ride to the PD station from an active scene if they are left behind by their patrol unit. EMS personnel are only permitted to have a maximum of two people per vehicle. Any additional passengers must be approved by EMS Management prior to departure.
Weapons & Violent Acts 8. Weapons are NOT allowed to be on your person while you are working EMS. SPECIAL NOTES BELOW, if you are found using anything weapon related (including melee’s, no weapons, means NO WEAPONS) disciplinary action will be taken up to and including strikes and/or termination, please see below. (8.A) If you are found carrying a gun, you will receive two strikes. However, if you are found to have used the gun in an act of violence while on duty this will result in automatic termination. (8.B) Violent Acts on citizens or each other by any EMS employee while on duty are not prohibited and may result in strikes or termination. Use of a taser as self-defense to stop someone who is abusing an EMS employee is the only exception, in an eƯort to allow the EMS employee to get away. Please also submit a clip with ID in a prayer to the city so the individual can be dealt with. Inappropriate use of EMS equipment to harm others is unacceptable and will be dealt with accordingly. (8.C) Aggressive Pets are not allowed; PETS may become violent and bite or harm someone. We are EMS, we help people, we do not hurt people. Violation of this or other SOPs may result in strikes or termination depending on severity. Patrolling and Staying at Hospital (9.) Hospital StaƯing & Conduct No more than one (1) EMS unit should be stationed at the hospital at any given time. While on patrol, no more than two (2) EMS personnel may be in a single vehicle (unless authorized for group training).
If you are oƯ duty, you are not permitted to “hang out” at the hospital. The hospital is for on-duty EMS personnel (including access to F4 menu and radio channels). Note: FTOs and Trainees count as one (1) EMS unit for training purposes. (9.A) The number of EMS at the hospital may exceed the limit in situations where EMS Leadership is present for oƯicial duties, such as administrative work or hospital-related operations. (9.B) Acceptable reasons to be at the hospital include: Doctors actively treating patients or performing surgeries Nurses, Paramedics, or EMTs assisting with patient care EMS transporting patients for evaluation and treatment. If you are not actively roleplaying or performing a task (e.g., treatment, paperwork, necessary resupply), you should not remain at the hospital. Activities such as getting food, repairing vehicles, or briefly grabbing equipment are acceptable; however, once completed, you must return to patrol or relocate to an approved staging location (see Public Conduct & Staging Locations). (On-duty Trainees may only leave the hospital when with an FTO.) Med-One Air Support 10. Med-One certification is required to take out and use a helicopter. You must be of rank Paramedic or higher in order to certify. To obtain certification, you open a ticket with your rank, name, and request to become certified, you must pass the test to become MED-One, and pay the $150,000 to become MED-One certified and receive the role. A certified flight instructor will give you a flying test around the state of SA. Certification to fly Med-One is to be used for rural use ONLY (Paleto Bay, Sandy Shores, Mountains) for on-duty EMS duties. Med-One certification is separate from civilian flight certification, which is still required to fly anywhere legally while oƯ-duty. Med-One may not fly in the main city, it is for rural areas, Sandy, Paleto, the Mountains. Public Conduct & Staging Locations 11. Legion Square Congregation Policy Legion Square and the surrounding area are strictly prohibited hangout zones for EMS personnel. EMS employees are not permitted to
congregate, idle, or socialize in or around Legion Square while on duty. This leads to public complaints regarding unprofessional EMS behavior. (11.A) Disciplinary Action: Failure to comply with this policy may result in disciplinary action, including warnings or strikes. Continued violations may lead to termination from EMS employment. Callsigns 12. Everyone is given a callsign regardless of rank (12.A) Intern: I-# EMT: E-# Paramedic: P-# Nurse: N-# Resident Nurse RN-# Head Nurse: HN-# Doctor D-# Resident Doctor: RD-# Head Doctor HD-# Manager in Training: MIT-# Assistant Director: AD-# Medical Director: MD-# Director of Personnel DP-# Human Resources Director HR-# Assistant Chief: AC-# Chief: C-# Promotions (12.B) Promotions are based on accumulated hours within each rank. The more hours you complete, the closer you are to being promoted. Each rank requires a specific number of total hours before you are eligible to advance. Once promoted, your hours reset, and a higher hour requirement will apply for the next rank. Hour Requirements by Rank: * In order to become leadership in addition to meeting the hour requirements you will need to show leadership qualities and have a clean behavioral record, background, and citizenship record within and outside of EMS.
Intern – 40 hours EMT – 60 hours Paramedic – 80 hours Nurse – 100 hours Resident Nurse - 160 hours Head Nurse – 200 hours Doctor – 300 hours Resident Doctor - 500 hours Head Doctor – 600 hours Manager in Training – 1000 hours (12.C) All promotions are processed on Sundays. (12.D) Ultimately, all promotions are determined by management. If we believe you are not yet ready for promotion, it may be held for a minimum of 7 days and up to a maximum of 30 days. For example: Someone who has been on LOA or has had disciplinary action within the same week will not be eligible for a promotion even if they returned and worked the required number of hours for a promotion within the week in question. Strike & Warning System 13. Strikes and Warnings will be given if you break a rule in the SOPs. You can receive multiple strikes from one scene depending on what has happened during the interaction. Strikes can be taken away as in (13.D). (13.A) Three (3) Strikes and you will be terminated from the EMS team. Five (5) Strikes in one situation and you will be blacklisted from rejoining the EMS team. (13.B) Warnings will be given as guidance without as much risk as a strike. Two (2) warnings will equal 1 strike. (13.C) Under certain circumstances, a suspension will be given and can be a 2-day, 4-day, 1-week, or indefinite suspension, depending upon the scenario. (13.D) Strikes will be removed after 7-60 days of good behavior. Pay 14. Is automatic and is paid through the city. Pay is paid according to rank every 15 minutes you are working. EMS Ranks Manager in Training through Chief - Required to work a minimum of 10 hours per week Please Note * Stealing time is a terminable oƯense. Leaves of Absence 15. Must be for a defined period between 1-2 weeks. Longer leaves of up to 30 days are only approved on a case by case basis for special circumstances and must be approved by management in advance in writing. Leaves are unpaid Leaves must contain a start and end date; TBD is invalid. All LOAs must be submitted by Tuesday of the week being requested in order for the LOA to be granted or your LOA would not apply fully and you may still receive a strike for that week if your required hours are not met. Policy Overview: 16. Rehire Policy:
(16.A) Retired members are blacklisted from rejoining EMS for a period of Three (3) months from their date of retirement or departure. This policy is intended to maintain a supportive and respectful community environment, while ensuring operational integrity and fairness within EMS ranks. (16.B) Rehires for Normal Departures: Members who leave EMS for normal reasons (anything other than gang involvement, retirement, leaving on bad terms, or joining PD) must wait a minimum of 30 days before being eligible for rehire. (16.C) Resigning for Gang life: If an EMS member resigns to join a gang, a 30-day cooldown period will be enforced from the date of resignation. This ensures their record is properly cleared and expunged, and that they are no longer aƯiliated with EMS in any capacity. Conflict of Interest: (16.D) Criminal AƯiliations Policy Overview: All EMS personnel are expected to uphold the highest standards of professionalism and neutrality while representing the department. To maintain integrity and public trust, EMS employees are strictly prohibited from participating in any gangs, criminal organizations, or illegal factions while employed under EMS. Rules & Clarifications: 1. No Dual AƯiliations: Employees may not be part of any gang or criminal organization while employed by EMS. 2. Alternate Characters (“Cousins”): This restriction also applies to alternate characters (often referred to as “cousins”). You may not operate as EMS on one character and as a criminal on another. 3. Violations: If an employee is found to be involved with criminal or gang activity on any character. They will be immediately terminated from EMS employment unless they voluntarily withdraw from that faction or EMS.
