Monday June 13, 2026 Real Estate News & Government Regulations Volume 2.0 ONE Group Wins NCLT Nod to Revive Ghaziabad's Stalled Sushant Aquapolis with Rs 700 Crore Uttar Pradesh reduces development and building permit fee in Ghaziabad In Jan, Ghaziabad saw the highest hike, at over 66% increase. Even with the recent decrease, the city still has the highest development fee in the state. According to a GDA official, the fee has been slashed to Rs 1,450 per sqm from the previous Rs 1,510 per sqm in Loni, Muradnagar and Modinagar. As per the new rates, the fee is down to Rs 2,462 per sqm in Lucknow, Kanpur and Agra, while it is set at Rs 1,510 per sqm in Varanasi, Prayagraj and Moradabad. In the rest of the districts, the fee has been slashed to around Rs 1,020 per sqm to Rs 603 per sqm. Development fee is a major source of revenue for all development authorities, which they chalage in lieu of civic amenities. Under all revenue generation heads, the development fee alone accounted for the highest revenue generation for GDA in FY 2024-25. Ministry of Environment, Forest and Climate Change (MoEFCC) has effectively integrated the Environmental Clearance (EC) process with the State Pollution Control Board's Consent system. EC- mandated industries are now exempt from obtaining a separate Consent to Establish (CTE) and instead have their Pollution NOC comments integrated directly through the national portal. Page 19

Monday June 13, 2026 Real Estate News & Government Regulations Volume 2.0 New mega airport in NCR brings a $1 billion 'plot'corridor Noida: Ban on registries, map approvals for all ‘Sports City’ projects lifted The move follows a Supreme Court order dated November 24, 2025, which approved a “comprehensive resolution” submitted by Noida regarding the Sports City Project being developed by Lotus Green Constructions Pvt Ltd at Plot SC-02, Sector 150 Officials said the board has also lifted all bans imposed on the four sports cities – located in sectors 78, 79, 151 and 152 – apart from the SC-02 project. The board also cancelled decisions taken in the 201st and 202nd board meetings in 2021 that had imposed a ban on registries and map approvals. That ban had caused distress not only to dozens of realtors but also to thousands of home-buyers who could not execute registries, failed to get possession of their flats and suffered financially over the last five years. The resolution plan submitted by Lotus Green Constructions was accepted by Noida Authority with certain conditions. It outlines a roadmap for lifting the ban imposed in January 2021, granting a “zero period” waiver from March 1, 2020 to March 31, 2022 and from January 18, 2021 until the revalidation of the revised Master Plan, along with an extension of time to complete construction. Page 20 The multi-modal network aims to ensure fast, safe, and sustainable access for passengers, tourists, and industries, it said in a statement. The airport is directly connected to the Yamuna Expressway, while the Delhi-Mumbai Expressway (Ballabhgarh Link) will further improve access from Haryana and western India . The North and East access roads for cargo and industrial traffic are nearly ready, and a 60-meter-wide service road in Sector 28 now connects to the Yamuna Expressway for local movement, it said. Centre takes possession of Jaipur Polo Ground amid dispute with IPA The Land and Development Office (L&DO) on Saturday took physical possession of the historic 15.20- acre Jaipur Polo Ground in the national capital's Race Course area. The central government's enforcement action came after the Indian Polo Association (IPA), which manages the prestigious facility, failed to secure interim relief from the courts against an eviction notice. It was gifted by Maharaja Sawai Man Singh II to the Delhi Polo Club in around 1930. Officials from the L&DO, functioning under the Union Housing and Urban Affairs Ministry, pasted a formal notice on the front wall of the venue, declaring it government property and warning that any unauthorised occupation or encroachment would face strict legal and penal action. Building collapse in Mustafabad and Said-ul- azaib(Saket) which resulted in multiple fatalities and intensified scrutiny of structurally unsafe buildings. 2. Fatal fires in Hauz Rani/Malviya Nagar and Tughlakabad highlight widespread violations of building byelaws and fire safety norms. 3. MCD demolishes illegal structures in Delhi’s Yamuna O-zone during Kalindi Kunj crackdown 4. The Delhi government subsequently announced that all unauthorized constructions would face action 5. Key places where MCD took strict actions - Said-ul-Azaib, Hauz Rani ,Khirki Extension, Savitri Nagar, Khanpur ,Sainik Farms and Gautam Nagar. In these localities, MCD carried out 41 demolition and sealing actions within the first week of the drive. Page 22 The Municipal Corporation of Delhi booked 4,766 unauthorized constructions and issued 3,989 demolition orders in 2025. Action was taken against 3,294 booked properties, with 22 fully demolished, 2,249 partly demolished, and 1,023 sealed. This intensified enforcement follows a recent building collapse that killed six people. Under Section 343 of the DMC Act, the Municipal Corporation of Delhi (MCD) can take action against unauthorized constructions on private land. Existing Framework • Building heights in Rajasthan were restricted to a maximum of 70 meters. • The limit was introduced in 2020 based on the operational reach of available firefighting systems. • The restriction constrained vertical development in rapidly urbanizing cities like Jaipur, Jodhpur, Udaipur, etc. Need for Reform • Increasing urban population and pressure of land resources together with efficient land utilization and modern urban planning practices. • Growing demand for integrated residential, commercial, educational, and institutional developments. The project enhances connectivity between Noida, Greater Noida, and Delhi, improving access to Igraitham International Airport and major railway stations. Page 28 Ground coverage cap set to go with Noida bylaws set for major overhaul UP govt plans to scrap ground coverage limits and increase floor area ratio for industrial, residential and commercial projects to allow both vertical and lateral growth, as it proposes to roll out a new common building bylaws for the three industrial development authorities-Noida, Greater Noida, and YEIDA-to ease construction rules, boost investment and end confusion caused by differing regulations across authorities. Currently, industries are allowed to build on only 35- 60% of a plot, housing projects on 35-40%, and institutional and commercial developments on 30-60%. In contrast, Awas Vikas rules do not impose such restrictions. Aligning with this more liberal model, the new bylaws propose removing ground coverage caps altogether. Instead, builders will be able to cover all land left after meeting mandatory requirements for setbacks, parking, and open spaces. Noida Authority Moves Towards Paperless Administration The Noida Authority is preparing to transition its administrative operations into a fully integrated digital ecosystem, a move expected to significantly alter how property-related services, approvals and civic records are managed across one of the National Capital Region’s fastest-growing urban centres. Completion of Delhi’s first Ring Metro The final section of the Pink Line opened in March 2026, creating a continuous 71.5 km Ring Metro around Delhi. This significantly improves interchange options and reduces travel time by avoiding the need to pass through Rajiv Chowk for many journeys. This corridor is one of the most important infrastructure projects for South Delhi as it will provide direct metro connectivity to the airport from several important areas.
