A GUIDE TO THE PEOPLE’S INITIATIVE FOR A GENUINE ANTI- POLITICAL DYNASTY LAW
2A People’s Initiative, is a direct democracy process enshrined in our Constitution (Section 32, Article VI), allowing the people to pass a law without the need to go through congress nor the president. What is the Dapat Isa Lang Genuine Anti-Political Dynasty Law?VALUES OF THE MOVEMENTNon-partisan, open and inclusive — no prejudice, no bias toward anyoneDapat Isa Lang is a growing movement by people who are tired of corruption and poverty brought by the system of political dynasties. It is a movement to pass a genuine anti-political dynasty law through a People's Initiative.WHAT IS THE PEOPLE’S INITIATIVE FOR A GENUINE ANTI-POLITICAL DYNASTY LAW?DAPAT BUKÁSDAPAT TAPATTruthful and transparent in all processes — no coercing or misleadingCollaborative, united, and rooted in the common good of all FilipinosDAPAT KAISA1.Dapat hanggang pinsan (1 cousin) o fourth degree of consanguinity or affinity ang sakop. st 2.Dapat Isa Lang sa National. Dapat Isa Lang sa Local: a.Not more than 1 member within the 4th degree may run, file for candidacy, and hold a position in the national level; and not more than 1 in the local level for the same province. 3.Dapat may Isang one term cooling-off period matapos ang term ng kamag-anak. Bawal ang sunod-sunod. a.No one may run, file for candidacy,or hold the same position immediately after the end of the term of a relative within the 4th degree without the lapse of a cooling-off period of one (1) full term for that office. 4.Dapat may mechanism for resolving conflicting candidacies or office holding a.Families are given not more than 15 days to resolve the conflict. b.If a resolution is not reached: i.For members running for different positions: Preference will automatically be given to members running for or holding a higher position ii.For members vying for the same office level of different constituencies: Preference is given to the member who won by a higher proportion of votes. 5.Dapat kahit sinong botante ay pwedeng mag-file ng petisyon for disqualification o quo warranto laban sa mga lalabag sa batas na ito.
3Political dynasties nationwide currently hold a large chunk of government positions including: 75% of Senate seats; 83% of the House of Representatives, including 51% of party-list representatives; 87% of Provincial Governors; and 75% of City Mayors. REFERENCE WHY BAN POLITICAL DYNASTIES? Political dynasties can undermine the delivery of public services when members place familial interests above the public good. The concentration of power and influence within political dynasties makes it challenging to hold their members accountable. Their strong hold restricts opportunities for new capable leaders, reduces innovation, and perpetuates policies that leave many people vulnerable and trapped in poverty. WHAT IS THE PROBLEM WITH POLITICAL DYNASTIES? Presently, Congress is forwarding a WEAK and PRO-DYNASTY law that will not address the concentration of power in political families The People’s Initiative allows ordinary Filipinos like us to pass a GENUINE Anti- Political Dynasty Law that: Puts our Constitution’s dynasty prohibition to law; Is NOT DILUTED by self-serving political interests and effectively prohibits families from running for and holding multiple seats at the same time and successively.* Does NOT NEED THE APPROVAL of Congress nor the President. * see other brochure WHY A PEOPLE'S INITIATIVE AND NOT THE LEGISLATIVE TRACK? A nationwide signature collection and advocacy campaign supported by a broad non-partisan coalition anchored in: Schools Church and other Faith-based groups Civil society Groups Pro-reform businesses HOW ARE WE ACHIEVING THIS?
4 WHAT IS REQUIRED TO PASS A LAW THROUGH A PEOPLE’S INITIATIVE: FIRST: Collect Signatures from 10% of registered voters nationwide (~8.5M signatures) 3% per legislative district TIMELINE Our goal is to get the D1L bill passed by referendum before the filing of Certificate of Candidacy in the 2028 elections (August or September 2027). To do this, we hope to submit to COMELEC the target number of signatures by January 2027 SIGNATURE COLLECTION WILL BE DONE DIGITALLY Signatures will be collected using an online digital system. It is more Inclusive, Efficient, Cheaper, and Safer. We are looking to relaunch the campaign between the end of September 2026 - first week of October 2026. WE MUST BUILD A MOVEMENT TO WIN Preparing for the Referendum: while we only need 10% for the signature collection, we still need to win the referendum requiring a 50% + 1 vote to approve our bill. Necessity of Organizing Ground Operations: digital makes signature collection easier, but ground campaigning is still necessary to convince the wider public. Campaigning is an Opportunity for Social-Consciousness Raising and Shifting Political Culture: awareness-raising on the harms of political dynasties like corruption, lack of accountability, patronage etc Organizing face to face activities (e.g. digital kiosks) increases inclusivity, especially those who might not have internet access or those struggling with technology SECOND: Win the Referendum with a 50% + 1 vote of all registered voters WHAT CAN WE DO AS WE WAIT FOR THE LAUNCH OF THE DIGITAL COLLECTION IN SEPTEMBER? Build your Team & Organize your local movement: Form core advocacy team and recruit volunteers (esp. the youth!) Have point persons/institutions per legislative district Generate strategies and activities to raise awareness and convince people to sign (e.g. forums, classroom discussions etc.) Capacity-Building for campaigners - public speaking, , understanding the D1L Bill and People’s Initiative etc.
