Listen to this article 4 min The 34,000-square-foot building’s construction alone costs $13.8 million. Additional investment is still expected to accommodate furniture and other instillations. Community partners and programs have made funding for the project possible including: Ohio Low-Income Housing Tax Credits (LIHTC), Greene County Mental Health & Recovery Board funding, Ohio Department of Behavioral Health funding. A new permanent supportive housing development – a decade in the making – is nearing completion in Fairborn. Since May 2025, TCN Behavioral Health Services has been hard at work constructing Rockdell Villas. The community consists of 40 permanent supportive housing units for people who are both homeless and living with severe, persistent mental illness (SPMI). The 7-acre property at 2200 Rockdell Dr. in Fairborn represents the first of its kind in Greene County. It is also a first for the organization which currently managed three smaller mental health group homes in Yellow Springs, Xenia and Fairborn. That support paid for the project in full, leaving TCN with a $0 bill. That’s what TCN CEO Lori Strobl told the Dayton Business Journal. Upon opening, Rockdell Villas residents will have access to: On-site voluntary behavioral health support services A 24/7 support staff Case managers based on resident demand An on-site vocational program centered around a commercial laundry facility where residents can earn an income and build workplace skills “It started out as this tiny acorn of an idea, and then it just really blossomed into what you see here today…,” Strobl told me. “This is something I have prayed for since I’ve been four… I truly believe this is what I’m meant to do. TCN expects to be handed keys to the property on August 1 and is already accepting applications. TCN Executive Administrative Assistant Barbara Deer said the units provide a permanent address, stability and safety, allowing individuals to focus on their mental health, physical wellbeing and rebuilding their lives – instead of worrying about where to sleep or find their next meal. “It really has this wonderful ripple effect throughout the community because you’re seeing them get off the street; they’re having a safe place [to live]… and ultimately become productive members [of society],” Strobl said. To satisfy LIHTC requirements, the property must be fully leased by Dec. 31. Miami Valley Housing Opportunities will temporarily manage the property during its “mentorship” period – another requirement under funding. An open house and ribbon cutting is planned for Thursday, August 27 from 12-2 p.m. Learn more about the project and ways to contribute here. Other companies involved in the project included Oberer Construction, Greater Dayton Construction Group, Miami Valley Housing Opportunities, Community Action Partnership and Greene Metropolitan Housing Authority. Although the organization currently has its hands full with its ongoing project, Strobl hinted the site had room for another development in the future.
