This handbook establishes the institutional policy, governance, responsibilities, controls and procedures for managing Accreditation of Prior Experiential Learning for Access (APEL.A) at GlobalNxt University (the University). 1.2 Access pathway. The University recognises APEL.A as an alternative admission pathway for applicants whose formal academic qualifications do not meet the normal entry requirements, but who can demonstrate relevant prior experiential learning and readiness for higher education. 1.3 No automatic admission. An APEL.A certificate permits its holder to apply for admission at the corresponding Malaysian Qualifications Framework (MQF) level. It is not an academic qualification, is not intended for employment purposes, and does not guarantee admission to any programme. 1.4 Regulatory compliance. All APEL.A activity shall comply with the latest requirements of the Malaysian Qualifications Agency (MQA), Ministry of Higher Education, applicable professional bodies, programme standards and University approvals. 1.5 Authority to operate. The University shall conduct APEL.A assessments only within the scope and period of written approval granted by MQA as an APEL Assessment Centre (Pusat Penilaian APEL, PPA). Where the University is not approved for a particular level, field or category, the applicant shall be referred to an appropriately approved PPA. CORE SAFEGUARD No person may be registered as a student through the APEL.A route until the University has verified the official MQA APEL.A result/certificate, confirmed its validity and level, and completed the programme- level admission decision. 2. Scope This handbook applies to: • All Malaysian and non-Malaysian applicants seeking entry through APEL.A; • All academic programmes for which APEL.A entry is legally and academically permissible; • The Registrar’s Office, Admissions, APEL Assessment Centre/Unit, faculties/schools, Quality Assurance, Finance, Information Technology and all relevant committees; • Advisors, item developers, assessors, moderators, invigilators, interview panels and administrative staff; and • The full lifecycle from enquiry, application and assessment through certification, programme admission, record retention, monitoring and review. This handbook does not govern APEL.C (credit award), APEL.Q (award of academic qualifications), APEL.M (micro-credential admission) or APEL.S (specialised skills), except where a shared institutional control is expressly stated.

Definitions and Abbreviations Term Definition APEL A systematic process involving identification, documentation and assessment of prior experiential learning to determine achievement of desired learning outcomes. APEL.A Accreditation of Prior Experiential Learning for Access: assessment of readiness and prior learning for entry to a programme at a specified MQF level. Formal learning Intentional learning delivered through recognised education or training that normally leads to certification. Non-formal learning Organised learning outside the formal qualification system, such as workplace training or professional development. Informal learning Learning acquired through work, family, community, self-study, life experience or other unstructured contexts. PPA Pusat Penilaian APEL / APEL Assessment Centre approved by MQA. MQF Malaysian Qualifications Framework. Portfolio A structured compilation of claims and evidence demonstrating relevant prior experiential learning. Research Intent A concise framework describing the proposed research area, problem, literature context and methodology, supported by a presentation. Applicant A person applying to undertake an APEL.A assessment. Learner A person admitted and registered in a University programme.

Moderator A suitably qualified person who verifies the fairness, consistency, validity and standard of assessment instruments and decisions. 5. Guiding Principles 5.1 Access with standards. APEL.A widens access without lowering the academic readiness expected at the relevant MQF level. 5.2 Learning, not duration. Recognition shall be based on demonstrable learning and competence, not merely on years served, job title or attendance at training. 5.3 Validity and reliability. Assessment shall measure the intended competencies and produce dependable, consistent decisions. 5.4 Authenticity. Evidence and performance must belong to the applicant and be capable of verification. 5.5 Fairness and inclusivity. Applicants shall receive clear information, consistent treatment and reasonable accommodation without compromising learning outcomes or assessment standards. 5.6 Transparency. Eligibility, fees, assessment methods, timelines, results, appeal rights and use of information shall be communicated before commitment. 5.7 Integrity and independence. Conflicts of interest must be declared and managed. Academic misconduct, impersonation and fabricated evidence are prohibited. 5.8 Confidentiality. Personal data and assessment materials shall be accessed only for authorised purposes and protected in accordance with applicable privacy law and University policy. 5.9 Continuous improvement. The University shall monitor outcomes, applicant experience and subsequent academic progression to improve APEL.A operations. 6. Governance and Responsibilities 6.1 Governance Structure Body / role Principal responsibilities Board of Governors Provides institutional oversight where required by the Constitution; receives material risk or compliance reports. IT / system administrator Provides role-based access, security, backups, audit trails and controlled online assessment arrangements. 6.2 Segregation of Duties • An advisor shall not assess the same applicant. • An assessor shall not determine an appeal against the assessor’s own decision. • Assessment results shall be checked and authorised before release. • Admissions staff shall not alter assessment marks or issue APEL.A certification. • Finance clearance shall not determine academic outcomes. 6.3 Conflict of Interest All persons involved shall declare actual, potential or perceived conflicts before accessing an applicant file or assessment. The Head of the APEL Assessment Centre shall document recusal and appoint a replacement. Undeclared conflicts may result in invalidation of the affected process and disciplinary action. 7. Admission Levels and Eligibility APEL.A level Entry destination Minimum eligibility before assessment T-6 / MQF 6 Bachelor’s Degree, Graduate Diploma or Graduate Certificate At least 21 years old in the year of application; relevant work experience. T-7 / MQF 7 Master’s Degree, Postgraduate Diploma or Postgraduate Certificate At least 30 years old in the year of application; at least STPM/Diploma/equivalent (or higher stated qualification); relevant work experience.

GLOBALNXT UNIVERSITY | APEL.A POLICY HANDBOOK Controlled document | Version 1.0 | Page 8 APEL.A level Entry destination Minimum eligibility before assessment T-8 / MQF 8 Doctoral Degree At least 35 years old in the year of application; at least a Bachelor’s degree or equivalent; at least five years of relevant work experience after completion of the Bachelor’s degree. Eligibility conditions are minimum MQA conditions. The University shall also confirm: • That the intended programme accepts the relevant APEL.A level and mode; • That any professional body, programme standard, English-language, research, technical, health, safety or other programme-specific requirement is met; • That international qualifications are assessed in accordance with MQA’s applicable equivalency provisions; • That the applicant’s prior experience is relevant to the intended field; and • That the official APEL.A certification remains valid at the date used for admission. PROFESSIONAL PROGRAMMES For programmes governed or assessed by a professional body, that body’s admission requirements apply. APEL.A must not be offered or represented as an available route where the professional requirements do not permit it. 8. Application and Screening 8.1 Pre-application Advice Applicants shall receive accurate information on eligibility, scope, fees, likely duration, evidence expectations, assessment stages, appeal/resit rights, certificate use and the separate programme- admission decision. Applicants should ordinarily apply at least six months before the intended programme intake. 8.2 Application Route 1. Complete self-assessment against the relevant MQA criteria. 2. Apply through the MQA APEL.A portal and select an approved PPA. 3. Upon MQA notification, complete registration with the selected PPA within the prescribed period. 4. Submit identity, qualification and work-experience documents, declarations and approved fees. 5. Undergo eligibility screening and, where eligible, the applicable assessments in the prescribed sequence. 6. Receive the official result and, if successful, the MQA APEL.A certificate. 7. Apply separately to the University programme and satisfy all programme admission requirements. 8.3 Screening Controls Control Minimum evidence / action Identity Government-issued identification/passport; name and date-of-birth consistency. The current MQA- prescribed pass rules and instruments shall be used; institutional staff shall not vary weightings, content or thresholds without documented authority. 9.2 Aptitude Test The aptitude test assesses readiness at the corresponding competency level. It shall be administered under secure, invigilated and identity-verified conditions. Level Duration and structure Competency benchmark T-6 2 hours; 40 MCQs across the same four components; 30% overall weighting. SPM (Grade/Year 11) or equivalent.

Equivalent to first year of a bachelor’s degree. For non-citizen applicants, the Bahasa Malaysia component shall be managed in accordance with the current MQA provisions, including the corresponding reallocation to English and global context for current issues. 9.3 Portfolio The portfolio shall map formal, non-formal and informal learning to the five MQF clusters of learning outcomes: knowledge and understanding; cognitive skills; functional work skills; personal and entrepreneurial skills; and ethics and professionalism. Evidence test Assessment question Authenticity Is the evidence genuinely the applicant’s work, experience and learning? Acceptability / relevance Does it align with the competencies and intended level? Sufficiency Is there adequate breadth, depth and reflection? Currency Is the learning sufficiently recent or demonstrably maintained? Specificity Does it support the particular claim rather than general participation? Where authenticity, sufficiency or relevance is uncertain, assessors may require verification through interview, presentation, demonstration, references or source confirmation. Portfolio advice must not extend to writing the applicant’s claims or manufacturing evidence. 9.4 Interview A structured interview applies to T-7 and T-8. It assesses the applicant’s knowledge, relevant experience, reflection, communication, ethical awareness, academic readiness and fit with the intended field. The panel shall use the approved score sheet, record reasons and avoid questions unrelated to legitimate assessment criteria. 9.5 Research Intent and Presentation This component applies to fully research-based T-7 programmes and all T-8 modes. The written research intent and presentation shall address, at minimum: • Identified institution and, where applicable, potential supervisor consulted; • Provisional research title and background; • Research problem, significance, gap and proposed contribution; • Critical overview of relevant literature; and • Research plan/methodology, information-gathering methods, analytical approach and overall plan. • Applied or laboratory-based proposals may require a skills demonstration at an approved venue.

Assessment Administration and Integrity 10.1 Assessment Instruments All instruments, rubrics and marking guides shall be approved, version-controlled, securely stored, moderated before use and reviewed after use. Assessment materials shall show the applicable level, mode, date, version, author, moderator and approval status. 10.2 Assessor and Moderator Appointment • Appointments shall be documented and based on relevant academic/professional qualifications, discipline expertise, assessment competence and APEL training. • Portfolio, Research Intent and Presentation, and Interview assessments shall be assessed by TWO (2) Assessors, comprising a subject matter expert and an assessment/instrument expert, in accordance with current MQA requirements. • The University shall maintain an approved register of assessors, moderators and their declarations. • Briefing and calibration shall be completed before assessment. • A replacement shall be appointed where competence, availability, confidentiality or independence is compromised. 10.3 Security and Identity • Verify applicant identity before every controlled assessment. • Use role-based access and preserve system audit trails. • Secure question banks, answer schemes, applicant evidence, recordings and results. • Document invigilation, incidents, interruptions and authorised accommodations. • Apply approved procedures for online proctoring, venue security and business continuity. 10.4 Academic Integrity Plagiarism, contract cheating, fabrication, falsification, impersonation, unauthorised assistance and misrepresentation are misconduct. Suspected cases shall be investigated under the applicable University procedure, with procedural fairness, documented evidence and a right to respond. The University may suspend the decision, invalidate an assessment, notify MQA or take other lawful action. 10.5 Artificial Intelligence Applicants may use digital tools only as expressly permitted. Generative AI must not be used to fabricate experience, evidence, reflection, research intent or assessment answers. Any permitted use must be disclosed and remain consistent with the University’s academic integrity requirements. The applicant remains accountable for authenticity and authorship. 11. Results, Appeals and Resits 11.1 Results All assessment instruments developed and all evaluated applicant assessments shall be moderated by an appropriately competent, appointed Moderator in accordance with MQA requirements. Staff shall not provide informal assurances of a pass before official release.

GLOBALNXT UNIVERSITY | APEL.A POLICY HANDBOOK Controlled document | Version 1.0 | Page 12 11.2 Appeal An applicant dissatisfied with an APEL.A assessment result may submit a written appeal to the PPA, stating the grounds, within one week from the date of the official result announcement. A different assessor shall evaluate the merit of the appeal. The appeal outcome and reasons shall be recorded and communicated officially. 11.3 Re-Sit / Resubmission Failed component Current MQA provision Aptitude test A maximum of two resit attempts. If the applicant still fails at the second attempt, a minimum waiting period of three months applies before the third sitting. Portfolio Resubmission for reassessment may be made at least six months after the notification date of the result. Other component Apply the current MQA requirement and approved PPA procedure; communicate the applicable fee and conditions before registration. CURRENT RULES GOVERN Because MQA may amend appeal, resit, fee or certification requirements, the version in force on the relevant transaction date shall apply. The APEL Unit must verify the current rule before advising an applicant. 12. Admission to GlobalNxt University Following successful APEL.A assessment, the applicant must submit a separate application for admission. Admissions shall complete and retain the following checks: • Official MQA result/certificate received and authenticated; • Certificate level corresponds to the intended programme level; • The APEL.A certificate is valid for FIVE (5) years from the date the official result is communicated by MQA, subject to any subsequent amendment by MQA.” • Programme accreditation, field, mode and professional-body requirements allow the route; • English-language and other University/programme conditions are met; • Identity and supporting documents are consistent; • Faculty/school approval is obtained where required; and • The authorised offer letter states all outstanding conditions clearly. Where admission is refused despite a valid APEL.A certificate, the decision shall be based on legitimate programme or institutional requirements and the reason shall be documented. Marketing materials and agents must not describe APEL.A certification as a guaranteed offer. 13. Learner Support and Reasonable Accommodation The University shall provide accessible pre-assessment information, orientation, portfolio guidance, technical assistance and referral to appropriate services. Support shall develop applicant understanding without compromising independent assessment. An applicant may request reasonable accommodation for disability or documented need. Requests should be made early and supported by relevant documentation. The authorised officer shall determine

Decisions, confidentiality and implementation arrangements shall be recorded. 14. Retention periods shall follow the University’s approved records retention schedule and any longer MQA, legal, audit or litigation requirement. Disposal shall be authorised, secure and documented. Personal data shall be collected only for legitimate purposes and handled in accordance with the Personal Data Protection Act 2010 and University privacy controls. 15. Quality Assurance and Continuous Improvement 15.1 Monitoring Indicator Minimum review Applications Number by level, nationality, field, intake and status. Timeliness Processing time by stage; overdue cases and cause. Outcomes Pass, appeal, resit and withdrawal rates by level/component. Consistency Moderation findings, assessor variance and instrument performance. Applicant experience Clarity, support, accessibility, fairness and complaints. Progression Admission, retention, academic performance and completion of APEL.A entrants. Integrity Misconduct, security incidents, conflicts and verification exceptions. Compliance MQA reporting, conditions, audit findings and corrective-action closure.

GLOBALNXT UNIVERSITY | APEL.A POLICY HANDBOOK Controlled document | Version 1.0 | Page 14 15.2 Review and Reporting The APEL Committee shall review operational and academic performance at least annually and report material findings, risks and improvement actions to Senate. Quality Assurance shall track actions to closure. Changes affecting academic standards, assessment design or applicant rights require approval through the appropriate governance route. 15.3 Internal Audit Readiness The APEL Unit shall maintain a complete evidence trail demonstrating approval, eligibility screening, staff competence, instrument control, moderation, assessment conduct, results authorisation, appeals, certification, admission verification and monitoring. 16. Any suspected material breach shall be reported immediately to the Registrar and Quality Assurance. The University shall contain the risk, preserve evidence, assess affected cases, notify competent authorities where required and implement corrective and preventive action. 17. Fees and Refunds Only fees approved or regulated by MQA and authorised by the University may be charged. The current amount, payee, payment method, resit/appeal fee, taxes (if applicable), refund conditions and non- refundable items shall be disclosed before payment. A receipt shall be issued for every payment. Staff and agents may not impose or waive fees without written authority.

Review and Transitional Provisions The Registrar shall initiate review at least once every three years or earlier following changes to law, MQA requirements, PPA approval, programme offerings, technology, audit findings or material incidents. Existing applications shall be managed under the applicable MQA transitional direction. Where no transition is stated, the Registrar shall obtain clarification and document the decision. These controlled fields must be verified rather than inferred.
