1 Goats are a part of life at the Arsh Mahal shed. They participate in events, meetings, workshops and serious discussions. Besides their regular feed, they like papayas that grow on one edge of the shed. In 1591 Quli Qutub Shah, the poet founder ruler of Hyderabad famously prayed, Fill my city with people o lord as you have filled the river with fish. This journal is about the lives and surroundings of a handful of people, dwelling close to a historic water body, the Mir Alam Tank in Hyderabad. The lake once clean and beautiful is now filled with sewage and domestic and industrial waste. When the breeze is strong, the place stinks. Sometimes the surface of the lake is filled with hyacinth and other grasses. For a little over two years Hyderabad Urban Lab has been working with the residents of Arsh Mahal. We share with you the little that we have understood of the challenges they face and the ways in which they cope, the hopes they nurture and the attempts they make to secure a better quality of life for themselves and their community. We have used the First-Person Plural because all the visuals and much of the text is based on our interactions with the people here. They are the story, we the narrators. Arsh Mahal is a low-income neighbourhood on the cusp of Hyderabad’s Old City and the emerging institutional corridor off the Airport Expressway. Older people remember swimming and fishing in the lake, when it was not a cesspool. Inside the basti, lanes hold stagnant pools, a mix of leaking sewage and water pipelines, exposing children and animals to everyday risks of infection and injury. We worked with the dwellers of this small settlement to create a Community Commons, as part of the Water Observatory Programme. ARSH MAHAL This is a beautiful place. We see and hear many kinds of birds and insects. There are snakes too and crocodiles come to the water’s edge. We live here. We grow papayas that we give as gifts to visitors. Arbaz, Faisal, Mehmood and Ali look after the goats Al Baksh, Badal, Munni, Toofan. We need clean water, good schools, a good doctor, less mosquitoes. We want the lanes to be clean, the garbage to be cleared. The wall was where our home world ended. When it was broken down, a new universe opened in front of our eyes. The lake became visible; the sky was ours too. The rocky ground between the basti and the water’s edge was no longer a place of garbage and bad activities. We could point to the dargah and the islands and even talk of going there. katey machchhardani daalo! ab vo khaan daalna? apan mushkil se fit hotay yhan... This is a small settlement (basti). Some people give rooms out on rent so you will find that more than one family resides inside one doorway. This has both advantages and disadvantages. Irregular and scant water supply, scarcity of space and limited resources lead to frequent conflicts but we also look out for our neighbours. Families, especially women, provide support to each other, in times of illness, crises and emergencies. Our lives are simple but when people from the outer city and other cities come here, they miss the basics. Our rooms are small and multiple beds cannot be placed there, even if we could buy them. Many of us sleep on mats or sheets on the floor. How can we use mosquito nets? Both water and fuel are scarce. How can we waste fuel to boil water before using? How can women get any rest when they must take care of their families during illness too? How can men get enough sleep when their work happens late at night? How will children get fresh air and light and safe play spaces? Who will help them learn? Last year, after the shed was completed, Hyderabad Urban Lab team said they wanted to hold Paani Panchaayats. We did not know what that meant but we called some women from their homes. A durrie was spread and we had funny and serious meetings with the guests about our lives and the problems we face. Matters related to water, children and health were discussed with doctors and other experts. This is the first time that people from outside came to talk to us about our lives and our difficulties. We also joked about TV shows and men in our homes. In these meetings, we were able to convey our concerns about health issues we face in the basti. Most of the time we do not even know what we are suffering from. The nearest Health Centre is 9 kilometres away and there is only one bus that goes to the clinic and it runs once a day. It is easier for us to ignore symptoms till they become unbearable. In some cases, they turn into permanent conditions and we get used to them like we get used to bad water or less money. In one paani panchayat we asked for a basti dawakhana. If that happens we will get immediate medical care. We will also know about ways to prevent and avoid illness. It will solve many problems. We will not lose our wages and our ailments will not become permanent conditions. Earlier this was a bad place used only by gamblers and criminals. It was also a dumping ground. Now it is like a shared courtyard where we do many things. Children play here, young people sit and chat. People from HUL do art and science classes with girls and boys. We also have events and meetings here. with the support of HUL. We are uneducated but we understand that our children can learn many new things if they get the right opportunities. We believe that such exposure will give them knowledge about their environment, about science and technology. It might lead to more interest in their studies and less involvement in negative activities like addiction and crime. One day our children can also become important people. Many women spend their days, sometimes whole lives, inside their houses. Other women who work outside for wages face very difficult conditions. They cannot stand at a paan shop or go and lie down on a park bench. The shed outside our basti is unique. It is outside our homes and yet not totally public. It offers us the luxury of stepping out and relaxing without any fear or threat of strangers. Women of all kinds, ASHA workers, aanganwadi staff, health workers and women from the settlement can all use the shed for working, resting, and talking to each other. This has become a place where we can rest and relax. In this one year we have discovered that one small piece of ground that belongs to no one can belong to everyone. With a little effort and some imagination, we can pursue our interests here. We can grow plants, we can rest and relax, we can meet with others, children can play and learn, men can argue and we can host guests. It almost feels as if we can create a new world for ourselves without having to leave our homes behind. dekho ammi apne saath Babli bhi mazze se RO ka paani peeri! Toofaan! tera khaana nahin compost hai vhaan! You might find it strange that the lake, its weeds, the goats we keep, stray dogs, other animals, garbage, waste water, mud and rocks are all a part of our lives. We know that the garbage and the filth that the goats walk through sometimes harms the children when they play with the animals. They fall ill. An architecture student visiting Arsh Mahal said that this can stop if the goats stop feeding on garbage and drinking dirty water. He suggested that we make compost from food waste and reuse the waste water. OUTSIDE THE BODY Doctors and others who have come to meet us say that if we want to be healthy, our surroundings must be clean. We are careless and often dump waste at the edge of the lake. Goats graze on the Alligator weed which grows here. This is also a spot where children fly kites and race each other. We are hoping to work alongside corporation workers and young community leaders to ensure that garbage is not dumped here randomly and there is regular clearing of the designated garbage dumping sites. When we are responsible towards our surroundings, our children will also learn to be more careful. For outsiders the presence of animals in the lake and reptiles in the bushes and shrubs on the shore, is unusual. We who live here have become accustomed to these sights. At times we get frightened but we find ways of protecting ourselves and our children from natural threats without injuring or killing other creatures. On the seashore of endless worlds children meet. The infinite sky is motionless overhead, and the restless water is boisterous. On the seashore of endless worlds the children meet with shouts and dances. They build their houses with sand, and they play with empty shells. With withered leaves they weave their boats and smilingly float them on the vast deep. Children have their play on the seashore of worlds. A young lady once came to the shed to teach art to the children. She read out a poem by a great Indian Poet and also explained the meaning to us. The young lady from HUL met with some young girls and asked if they would like to find out about water. Five girls got permission from home and they started to learn the process of simple bacteriological water testing, using hydrogen sulphide vials. When the water changed colour, they called it bacteria ki biryani. Suddenly our girls started looking like scientists. They went confidently from door to door with small bottles in their hands, asking for water samples. As they moved through the lanes of the basti, they found that some houses have bowlis which are like wells but not too deep. As they discussed amongst themselves, and explained to us the ways of checking the quality of water, we also learnt new things. 2928 The most important thing we have learnt in recent months is that with a little bit of care and effort we can always improve our living conditions. If everyone takes a small part of the responsibility of keeping the settlement and our homes, clean and orderly, we will all benefit. Sickness is not a punishment for our sins. Nor is it a natural condition. A lot of ailments can be avoided and even treated with clean water and healthy inexpensive food. This is not a complete project. This is the story of a basti trying to work towards a better life for all its dwellers, regardless of their income and their social status. We have a long path to travel but we are happy to have taken the first steps. We welcome you to come and talk to us, tell us your stories and hear ours. Masood دﻮُﻌْﺴَﻣ ُ ق ﺲﯾا Mujahid, Waheed and Zubair ﺮﯿﺑز اور ﺪﯿﺣو ،ﺪہﺎﺠﻣ All Residents of Arsh Mahal ےﺪﻨﺷﺎﺑ یﮭﺒﺳ ےک ﻞﺤﻣ شﺮﻋ 32 The Little Prince tended his planet not because it was perfect, but because it was the only one he had. Our work at Arsh Mahal started in early 2023. With the help of the state govt and support from WIPRO foundation we were able to help the residents turn a suicide point and a petty crime spot into a Community Commons. The boundary wall of the basti was torn down. Garbage and the dense underbrush was cleared and a medium sized open air shed was created. During the course of the Water Observatory project in 2025-26, the community has found multiple uses for it. Children play here; ancillary health workers meet patients and talk to residents here. Workshops, meetings, exhibitions and a community event were all conducted here. An RO plant has been set up at the base of the shed. It will be managed collectively by the residents. We also hope that other neighbourhoods will be inspired to create such spaces.
