History of the New York City Department of Education Emerald Society An Emerald Society is an Irish American Fraternal organization whose members come from uniform and non-uniform civil service agencies. It is a value of the Irish to help others and by working in civil service an individual provides services while supporting and passing on democratic values. The first Emerald Society was founded by NYPD in 1953 and the Emerald movement quickly expanded to include other City agencies and spread nationally. The Emerald Society of the New York City Department of Education was founded on September 1, 1969 by Dr. Philip A. Bolger, John Carroll and Dennis Mitchell. Dr. Philip A. Bolger, an Irish American, started his career as an educator who spoke Spanish and was encouraged to join the Institutional Review Board of the N.Y.C. Board of Education as a statistician. Dr. Bolger was very involved with all research that was done in the NYC Public Schools. He was known nationally for his work. He safeguarded the privacy of both students and staff as well. John Carroll was a Custodian Engineer who was born in Ireland. John was a family man who was a leader in many Irish organizations including President of United Irish Counties, the Galway Association, Trustee of the Irish Institute and Trustee of the Ancient Order of Hibernians. He was Chairman of the Largest Feis in The U.S.A. for over 20 years and was Vice Chairman of the Annual St. Patrick’s Day Parade in Manhattan. John was the Liaison for Mayor Koch and the Irish community and worked for Senator Schumer to lead immigration reform and eliminate discrimination against the Irish and other immigrant groups. John is most fondly remembered for being a co- founder of the NYCDOE Emerald Society. Dennis Mitchell was a Custodial Engineer who was born in Ireland. Dennis was very involved with his family and in the Irish community. Dennis belonged to many Irish organizations and held important executive board roles. He was involved with the Annual Manhattan Saint Patrick's Day Parade Line of March. He was very involved with his Brooklyn parish and later in Honesdale, N. J. However, Dennis was most excited about the founding of the NYCDOE Emerald Society and planned that it would be an organization to provide networking opportunities for members and award scholarships to students. As our Emerald Society evolved it became clear that in addition to Professional Development our members looked forward to social events as an opportunity not only to support our scholarship cause but to have opportunities to Network. The members of our organization are represented by the many union members who work with the NYC Department of Education including UFT, DC37, CSA, 891, 372, 1597 and Teamsters Local 237. Our membership is quick to attend our annual Gala Dinner Dance recognizing outstanding contributions of NYCDOE employees, meet and greet events as well as trips to Ireland, Boat Rides and of course marching in the annual Saint Patrick’s Day Parade in Manhattan each year. To our members, Friends of the Emeralds, honorees, scholarship recipients, and distinguished guests — I extend to you a heartfelt “Céad Míle Fáilte” — one hundred thousand welcomes. Thank you for joining us as we celebrate this historic and meaningful occasion. Our organization is one of the oldest cultural societies within the New York City Department of Education, and our longevity is a testament to the dedication of our members and the many friends of the Emerald Society who proudly highlight and celebrate Irish culture and accomplishment within our city’s great educational system. Tonight, we gather in the spirit of tradition and unity to celebrate the outstanding academic achievements of our scholarship recipients and to honor the dedication, leadership, commitment, and passion of our distinguished honorees. For more than fifty years, the NYCDOE Emerald Society has remained steadfast in its mission: to celebrate Irish culture while promoting collegiality, community, and unity among our colleagues. We have endured and flourished because we continue to honor our heritage and recognize the contributions of our members and friends within the largest educational community in the world. We are, and always will be, inclusive of our Irish and honorary Irish brothers and sisters across the various New York City unions. This evening, we are proud to stand united with our colleagues from CSA, UFT, DC 37, and Local 891, as well as fellow DOE organizations including the Organization of Women’s Empowerment (OWE), the Asian American Association (A3), the Education Administrators Association (EAA), the Black Caucus and the Haitian Caucus among others. As we celebrate tonight, let us remember that our Irish ancestors played a pivotal role in establishing the unions we are proud to belong to today. Our American unionist forefathers and foremothers worked tirelessly to lay a strong foundation for generations to come. It is now our responsibility to preserve that legacy — to sustain our heritage, to honor our culture, and to continue advancing educational excellence for the future of our great city. Most importantly, let us cherish and strengthen the unity that binds us together — Irish and honorary Irish alike — as we look ahead with pride, gratitude, and hope. A proud Irish Catholic and cherished matriarch, Maureen embodied the values of love, tradition, and family unity. Born in America with Irish roots, Maureen McNeill was a Catholic school educator before dedicating her life to motherhood. She led by example alongside her husband Michael, instilling in their two children, Brian and Katie, and two grandchildren, Carter and Quinn, a deep respect for their heritage and the importance of living with integrity and compassion. Known as the woman behind the camera, she had a profound love for photography, ensuring that every family milestone and small, cherished moment was captured for generations to come. This scholarship honors her legacy by supporting students who reflect those same values and carry forward the spirit of Irish pride, faith, and family. The Dr. Phil Bolger Scholarship Dr. Philip A. Bolger, a resident of Nassau county, was an accomplished mathematician and a lead statistician for the NYC Department of Education Bureau of Educational Research. Dr. Bolger was nationally recognized as a researcher, evaluator and data interpreter as well as being fluent in Spanish! He was proud of his Irish heritage and was a co-founder of the NYCDOE Emerald Society in 1969, First President of the Emerald Society and first Public Relations Chairperson for Emerald Societies! The O’Shea Family Scholarship The John & Bridget Laura O’Shea Scholarship is awarded in memory of John O’Shea of Kenmare, County Kerry, and his beloved wife of over fifty years, Bridget Laura of Belclare, County Galway. Each immigrated separately to the United States, where they met and fell in love in Manhattan during the 1960s, building their American dream rooted in Irish tradition. Together, they raised four children and cherished five grandchildren, ensuring their family embodied the values they carried from Ireland: hard work, respect for scholarship, honesty, integrity, faith, generosity, and good humor. Inspired by the words of Irish writer George Bernard Shaw — “A happy family is but an earlier Heaven.” — this scholarship honors their legacy and supports the next generation of Irish scholars who reflect those enduring values. The Dr. Geraldine Chapey Scholarship Dr. Geraldine Chapey was a resident of Belle Harbor who was a nationally recognized educator! Her career started as a speech teacher and moved on to the Director of Speech Services for NYCDOE! She was a NYS Regent and Dean of Education at Saint John’s University, editor of journals, trustee for Cathedral College, politically involved but most of all a wife and proud mother! She was a long time member of the Emerald Society and one of the first members to join!

He resided in Brooklyn with his wife and 5 children. John was a leader with the Irish community in NY as co founder of NYCDOE Emerald Society in 1969, Chairperson of the largest Irish festival in North America for over 20 years, vice chairperson of the Saint Patrick’s Day Parade, Trustee of the Irish Institute and Ancient Order of Hibernians, President of the Galway Assn. and United Irish Counties. He was also politically involved representing the NY Irish Community to Mayor Koch’s cabinet and working on ending discrimination of immigrants, particularly the Irish, for Senator Schumer. John was a proud Stationery Engineer and his son and grandson followed in his footsteps The Helen Marie O’Connell Scholarship Named in loving memory of Helen Marie O’Connell, a woman whose faith, strength, and unwavering devotion to family shaped generations. A proud Irish Catholic and cherished matriarch, Helen embodied the values of faith, love, tradition, and family unity. She led by example, instilling in her children and grandchildren a deep respect for their heritage and the importance of living with integrity and compassion. The Helen Marie McMahon Scholarship Established in memory of Helen Marie McMahon, a devoted educator and extraordinary mother of four. Known for her heart of gold, her warmth, and her unwavering support of others, she left a lasting imprint on all who had the privilege of knowing her. This scholarship celebrates her commitment to education, service, and the power of love to shape lives. The Michael Howley Scholarship Michael Eamon Howley was an inspiring educator and dedicated husband and father to four sons residing in Queens all his life! He was a Second Lieutenant in the Korean War where he led a Platoon and earned a US Bronze Star! Returning home, Michael became a Teacher of Spanish and was tapped to become an Assistant Principal before working for central administration! He was a community volunteer, Executive Board Member of NYCDOE Emerald Society, enjoyed singing ,was an accomplished seanchai (storyteller) and proud of his Irish heritage! The James Dougherty Scholarship Dr. James F. Dougherty devoted his life to the field of education, serving as a teacher, Assistant Principal, Principal, Central Office leader, mentor, and Director of CITE. Throughout his distinguished career, he championed educational excellence and mentored countless educators and students alike. This scholarship honors his lifelong dedication to learning, leadership, and mentorship — recognizing students who demonstrate academic commitment, integrity, and a passion for making a difference.

Sullivan Scholarship Endowed to honor the memory of Daniel F. Sullivan, a life-long Bronx resident who spent over thirty years in service to New York City as a proud member of the city’s fire department. A New Yorker at heart, he never forgot his Irish roots. Daniel possessed an amazing artistic talent that he shared with family and friends, as well as New York City school students. He volunteered in his daughter’s classroom, designing art projects, and personally sketching each student as a gift for their families. Even into his 90s, he could be found helping create bulletin boards and bringing joy to school communities. This scholarship celebrates his enduring legacy of service, creativity, and commitment to uplifting others. The Denis Mitchell Scholarship Dennis Mitchell was born and raised in Ireland and emigrated to NYC becoming a proud Stationery Engineer who resided with his wife and four children in Brooklyn! Dennis was an active leader in the Irish American community and was also involved with the St. Patrick’s Day Parade committee and line of march! Dennis co-founded NYCDOE Emerald Society in 1969! The District 75 Scholarship in Honor of Antonia Canale Our first ever District 75 scholarship is in honor of Antonia Canale. Antonia was born profoundly challenged. Living in a remote mountain village in Italy, unfortunately she was not able to receive any educational services or other important resources. For this reason, she would be very happy to help other young adults by affording them the opportunities she never had through this scholarship.

Meredith McDermott is the first Chief Sustainability & Decarbonization Officer for NYC Public Schools, overseeing the Office of Energy & Sustainability after serving as Director for over 8 years. Her division leads all sustainability and climate programs, projects, planning, and policy, establishes pathways to reduce emissions and waste, optimize building performance, and support all school stakeholders and communities to take climate action. She advocates for education as the critical foundation of all climate solutions, catalyzing formal inclusion in both City and State climate policies and State education requirements, and works to improve school infrastructure while also linking opportunity and impact to students, staff, and communities. She previously led sustainability efforts at Chicago Public Schools, implemented immersive science education programs in San Diego, and has Masters degrees in Marine Science and Sustainability Management from the University of Queensland in Australia. Michael Herron is proud to accept the Pro Deo et Patria Award and thanks the NYC DoE Emerald Society for their consideration. Tonight, Michael wishes to acknowledge his great-grandparents, who left Ireland with only faith in their hearts and hope in their hands, and his grandparents, who labored so their children and grandchildren might realize the American dream. It is because of their courage and sacrifice that Michael stands here today as a proud Irishman and honoree, though the title he treasures most is that he is his parents’ son. Fred and Kathleen raised their five children, Brian, Mary Ellen, Michael, Johnny, and Katie, in a home filled with faith, laughter, and love. Michael’s parents were such talented teachers that most of their children followed in their footsteps or married those who did. To date, the Herron family has contributed more than one hundred and fifty years to education. After graduating from Harvard University, Michael continued this tradition, teaching at P.S. 180 in Borough Park, Brooklyn. His classroom work highlighted the importance of the labor movement, leading him in 2012 and 2013 to train in the UFT’s renowned arbitration advocacy program. In 2014, he was hired by the UFT and became the youngest Special Representative in the union’s history. Over the past twelve years, he has reinstated wrongfully terminated members, defended religious expression, and held administrators accountable for anti-union actions. Michael has also served as a lead contract negotiator for several non-DOE units and as one of the lead negotiations for the UFT in the 2018 and 2023 rounds of bargaining with the DOE. He is grateful to his mentors Ellen Gallin Procida, Mark Collins, Michelle Daniels, David Campbell, Eileen Fields, and Carl Cambria. He also highlights the tireless work of his friends and colleagues in the UFT Grievance and Arbitration Department. Most of all, he thanks his wife Elizabeth, whose encouragement and partnership make this work possible. Michael and Elizabeth’s love echoes continuously in the laughter of their daughters, Lucy and Abby. Finally, Michael gives thanks to his parents, mother-in-law, siblings, wife and daughters, cousins, nieces and nephews, aunts, uncles, friends, union-siblings and all those he has loved and lost. Tara O’Brien grew up in the Bronx, on the dead-end block of the Bainbridge community, a neighborhood with deep Irish roots that shaped her resilience and sense of belonging. Raised in a blend of cultures—including Irish, Italian, and Greek—she credits this diversity for broadening her perspective. Of these influences, her Irish heritage left the strongest mark, instilling perseverance, storytelling, and a deep respect for education. As a teenager, Tara moved to Teaneck, where she attended high school and gained an even deeper appreciation for diversity. Later, she settled in Woodlawn to raise her family, further strengthening her ties to the Irish community. Today, she continues that tradition in Pearl River, a place equally steeped in Irish pride, culture, and civic spirit. At the heart of Tara’s life is her family. She is the proud mother of four: Kevin, a NYC paraprofessional who plans to pursue a Bachelor of Science in Fraud Examination and Financial Forensics at John Jay College; her daughter Aly, studying at West Virginia University, and her daughter Jess, at Johnson & Wales University—both pursuing careers in health sciences; and Sean, her son who has been serving honorably as a U.S. Marine. She is grateful for her mother, Jeanette, and her aunt, Liz, whose strength, resilience, and love for one another serve as a model she hopes her children will carry forward. Tara cherishes traveling with her fiancé, Matty, enjoying both their adventures together and time with his family. She also values the camaraderie of co-workers who inspire her daily and the joy of evenings with friends—especially her favorite: happy hours. Professionally, Tara began her career teaching at her former elementary school in the Bronx, a full-circle moment that reinforced her belief in the transformative power of education. Rising into leadership, she became known for building collaborative teams, fostering instructional excellence, and strengthening family-school partnerships. Now serving as principal, she leads with empathy, collaboration, and a commitment to excellence.Her approach is rooted in Irish traditions—the storytelling that shapes her vision, the music and gatherings that inspire her sense of community, and the resilience passed down through generations that fuels her drive for equity and excellence. Ellen Barrett-Kelly is a devoted educator, proud Irish-American, and visionary school leader whose life’s work has been shaped by community, heritage, and an unwavering belief in the limitless potential of every child. Born in the Bronx, Ellen discovered her calling early. As a senior in college, she began her student-teaching placement at Michelangelo Junior High School 144 — and from the moment she stepped into the building, she knew she had found her home. What began as a semester of student teaching blossomed into a 30-year career of service, leadership, and deep community connection. Ellen’s Irish roots are a cherished part of her identity. Her paternal grandparents came from Frenchpark and Ballygallway and her maternal great-grandmother was from Ballyhadren. Their legacy of resilience, loyalty, and pride in community continues to guide her leadership and her belief that schools must be places of belonging, opportunity, and heart. Throughout her nearly three decades at Michelangelo, Ellen has served as a teacher, sports coach, peer-instructional coach, Assistant Principal, and, for the past 11 years, the proud Principal of Michelangelo JHS 144. Her leadership is rooted in a clear and compelling belief: every child should receive the same care, opportunities, and high expectations that we would want for our own children. She often reminds her staff that every lesson taught, and every decision made must reflect that belief. To Ellen, the students of Michelangelo are not just learners — they are “our children.” One of Ellen’s greatest joys is teaching the children of her former students, a full-circle experience that reflects her deep roots in the community. She has worked tirelessly to ensure that Michelangelo remains a true community school — a place where families feel welcomed, supported, and valued, and where students can explore their passions and discover their strengths. Under her leadership, Michelangelo now offers 21 student clubs, along with any sports team students express interest in trying. Ellen believes wholeheartedly that children deserve access to every opportunity they dream of, and she has shaped the school into a place where those dreams can take flight. Terence Tyler-Caufield, the son of Thomas and Linda Caufield, was born and raised in Sunset Park, Brooklyn, and comes from an Irish and Newfoundland background. He grew up in Our Lady of Perpetual Help Parish and attended Xaverian High School as a student in the Bilingual Humanities Honors Program. He earned a full scholarship to Manhattan College to study Spanish. Terence began his career teaching at Adelphi Academy before joining the DOE as a bilingual paraprofessional. He entered the NYC Teaching Fellows and taught Special Education and Spanish at Ditmas Junior High School in District 20. At Seth Low Intermediate School in District 21, he headed the World Language Department and served as UFT Lead Teacher under Principals Erin Lynch-Reyes and Eileen Herusso. As Associate Head Coach at Berkeley Carroll in Park Slope, he won a NYS Boys High School Varsity Basketball Championship—the school's first and only to date. He was also an Oireachtas Champion Irish step dancer with the O'Malley Irish Dance Academy. He currently serves as Assistant Principal for Kindergarten, First and Second Grades and PBIS at PS 177, District 21, working under Principal Helen Stern. He currently resides in Windsor Terrace, Brooklyn with his husband, Kellen. A huge fan of college basketball and Broadway musicals, Terence is known for spreading joy wherever he goes. From her earliest days in the classroom, Kelly Henning recognized the power of technology to transform how students learn and how teachers teach. What began as a commitment to engaging her middle school English students with innovative tools soon grew into a lifelong passion for reimagining education through digital learning. Today, as an Instructional Technology Specialist for the New York City Department of Education, Kelly plays a pivotal role in guiding schools across the city toward sustainable, effective, and forward- thinking models of blended and online learning. In her current role, Kelly helps oversee the implementation of iLearnNYC and WeLearnNYC. She develops customized support for schools, mentors teachers in transitioning from traditional classrooms to blended learning environments, and helps students gain the confidence and skills to thrive in online coursework. She has created professional development programs, tutorial videos, and training modules that not only address immediate instructional needs but also prepare schools for long-term success in a rapidly evolving educational landscape. Kelly’s work is deeply collaborative. She partners with Superintendent Offices, colleagues across the DOE, and external organizations to design professional learning experiences that align with both state and national standards. She has reviewed and advised on proposals in the EdTech landscape, ensuring that schools and teachers have access to high- quality resources that meet the needs of diverse learners. Whether leading citywide trainings or one-on-one coaching sessions, Kelly is known for her ability to meet educators where they are and provide the guidance they need to grow. Throughout her career, Kelly has remained driven by the belief that technology, when used thoughtfully and strategically, can open doors for both teachers and students. Her work has impacted countless classrooms across New York City, empowering educators to embrace new possibilities and helping students navigate an increasingly digital world. Margaret M. Fitzsimons, the youngest daughter of Oliver and Maureen Fitzsimons, holds her Irish heritage close to her heart, cherishing the traditions and values passed down through her family. Inspired by her mother, she dedicated her professional life to the New York City Department of Education, where she has worked for nearly three decades as a paraprofessional. Margaret began her career at P.S. 176x, working with young students with autism, before moving to the High School where she has worked with young adults for the bulk of her career. Her commitment has left an indelible mark on students, colleagues, and families, earning her respect as a tireless advocate for those she serves. Her passion for her heritage is reflected in her everyday life—from baking her grandmother’s beloved Irish soda bread to sharing stories of Irish music, step dancing, and the symbolic Claddagh ring. Margaret takes pride in honoring her roots by participating in the Throggs Neck St. Patrick’s Day Parade, a celebration of her parents and the tight-knit community that shaped her upbringing. A graduate of Mercy College (B.S., Magna Cum Laude) and Touro College (M.S. in Teaching Students with Disabilities, 7–12), Margaret has chosen to remain a paraprofessional, fiercely advocating for her students and peers. Robert Troeller is 63 years old. His lovely husband Trecito Agdinaoay has been his partner for over 26 years. They currently reside in the same Park Slope home where Robert was born and raised. Robert’s four children all graduated from New York City’s public schools. This past December, Robert resigned his position of Business Manager /President and with the unanimous approval of the Local 891 Executive Board he was awarded the title President Emeritus. He currently works for the local as a Business Agent. Growing up in a working-class Brooklyn neighborhood, his parents always taught him to appreciate diversity and to value the contributions of working men and woman. His mother Margaret was a first generation American whose parents both came from the north of Ireland. His father, Thomas’s family has been here since before the American Revolution. Robert attended New York City public schools and graduated from Brooklyn Tech High School. He then completed two apprentice programs, first as a structural ironworker and then as a stationary engineer. After receiving his professional certification as both a Stationary Engineer and a Refrigeration Engineer, he went back to college. He completed his bachelor’s degree in labor studies through a joint program of Cornell University and The National Labor College. Recognizing the importance of continuing adult education, he negotiated for his Local’s first employer financed Training Fund which offers his members direct training as well as full college tuition reimbursement. As Business Manager / President of Local 891 he was re-elected to nine terms by the union membership seven without opposition. Serving in the position longer than the second and third longest serving leaders combined. Under the Bloomberg administration the Department of Education embarked on a major program to outsource custodial services just when Robert became President. The Department’s plans to privatize would have meant replacing Local 891’s members with cleaning contractors who hire non-union building managers. By forming a broad-based coalition of parents, school staff, elected officials and community activists, the union was successful in defeating the Department’s privatization plan. Robert’s life experience has taught him the importance of activism and involvement. Local 891 members are encouraged to keep their schools in excellent condition and to become an integral part of the school community. Following his direction and through the individual and collective efforts of its members, Local 891 has greatly improved its reputation and standing.
