2 I. Brief History of Kanlurang Mayao Elementary School Kanlurang Mayao Elementary School (KMES) is a public elementary school located along Topaz Street, Executive Village, Barangay Kanlurang Mayao, Lucena City, Quezon Province. It is under the Department of Education, Schools Division Office of Lucena City, North District, and is committed to providing quality, inclusive, and learner-centered education. Established in 1975, the school was founded to address the educational needs of children in the community. It stands on a 4,462-square-meter lot donated by the generous spouses Francisco Banaas and Benita Lisan. In its early years, the school operated in a Philippine-American (RP-US) Bayanihan-type school building and initially offered primary-grade education. As the community grew, the school expanded its services and became a complete elementary school in 1980, with Mrs. Aurora Oboza as its first principal. This milestone marked an important step in providing accessible elementary education to more children in the area. Through the years, KMES has continued to develop through the dedication of its school heads, teachers, non-teaching personnel, parents, and community stakeholders. From its humble beginnings, the school has remained committed to strengthening literacy and numeracy, promoting inclusive education, fostering positive values, and ensuring a safe and supportive learning environment. From its establishment in 1975 to the present, the history of KMES reflects the enduring value of community support, dedicated service, and a collective commitment to every child's education Today, Kanlurang Mayao Elementary School continues to uphold its mission of delivering quality and equitable education. Guided by a shared commitment to excellence and partnership, KMES strives to nurture competent, responsible, and values-oriented learners who can contribute positively to society and remain as a vital force in shaping the future, empowering the youth and inspiring generations to strive for excellence and success.

62 3. Application for Special Order for Service Credits Earned or Certification of Compensatory Time Credits Vacation service credits or compensatory time credits are given for work rendered by the School’s teaching or non-teaching personnel beyond regular functions or work hours/days where payment of honorarium or overtime pay is not possible. In addition, there are situations where extraordinary work is demanded from teaching and non-teaching personnel, including those that expose their lives to certain risks, and for which monetary compensation is not enough. Thus, extra non-monetary compensation is justified through the provision of service credits for teaching personnel and compensatory time credits for non-teaching personnel. This service charter narrates the procedures for the application for Special Order for Service Credits Earned, which can be requested by teaching personnel, or the Certification of Compensatory Time Credits, which can be requested by non-teaching personnel. 64 4. Processing of Programs, Projects, and Activities (PPAs) Proposal In school, teachers have ideas and programs they hope will make learning better and more meaningful for their learners. The Project Proposal Endorsement supports these efforts by guiding and reviewing their proposals and ensuring that all proposed projects are systematically reviewed and aligned with the School Improvement Plan (SIP), Annual Implementation Plan (AIP), and DepEd priorities. This service enables the Project Development Officer (PDO) and/or School Planning Team to assess the relevance, feasibility, and compliance of proposals, ensuring efficient use of resources and proper planning before endorsement to the School Head, while promoting transparency, accountability, and effective project implementation.
