This document is a strategic scaling plan for NAACTeach, a national professional home for alternatively certified teachers (ACTs). It is prepared for Dr. Cheryl Countee and the NAACTeach leadership team. The plan addresses the urgent teacher shortage across the United States and the need to support educators entering teaching through alternative certification pathways, including career changers, paraprofessionals, tutors, substitutes, and community members.

The plan presents a two-part scaling model. Pillar 1 focuses on the ACT Membership Community, offering monthly virtual sessions, mentoring circles, webinars, classroom resource kits, certification pathway support, and recognition opportunities. Pillar 2 covers District Partnership Services, including ACT induction sessions, mentor teacher training, school leader training, yearlong ACT support cohorts, retention surveys, and consulting for ACT-friendly school cultures.

A detailed district services menu is provided with four core offerings: an ACT Welcome and Induction Session, Mentor Teacher Training, School Leader Training, and a Yearlong ACT Cohort. Each service includes specific topics such as building teacher identity, asset-based mentoring, reducing stigma, and improving retention through belonging and support.

The plan outlines a storytelling campaign called 'Teachers Who Answered the Call' to shift narratives from emergency hires to committed professionals. It also details a sustainable revenue model with founding donor levels, sponsorship packages, district contracts, and publications such as 'I Hired an Alternatively Certified Teacher. Now What?' and an ACT Survival Guide.

Strategic partnerships are proposed with school districts, universities, Grow Your Own programs, nonprofits, state agencies, and philanthropy. The plan includes tracking impact data on ACTs served, mentoring sessions, district partnerships, teacher confidence, belonging, retention intentions, and satisfaction. A national signature event, the NAACTeach National Summit, is envisioned to convene ACTs, mentors, principals, policymakers, and funders.

Immediate next steps focus on a 90-day action plan: collecting emails, asking for donations, publishing podcast clips, recruiting founding members, securing district conversations, and creating a one-page partnership sheet. Six-month priorities include launching founding membership, hosting monthly ACT community sessions, and publishing ACT stories. Twelve-month priorities include partnering with multiple districts, securing grants, launching an online resource library, and publishing the…
