This document is the Strategic Enrollment Management (SEM) Plan for Keweenaw Bay Ojibwa Community College (KBOCC), covering 2026 to 2029. It is intended for college leadership, faculty, staff, and community partners to guide coordinated efforts in enrollment and student success.
The plan is organized around the Anishinaabe Teaching Lodge framework, which structures the student journey into four dimensions: preparing for and entering the lodge, living and learning within the lodge, leaving the lodge stronger, and strengthening the lodge. It emphasizes holistic, relational student success grounded in Anishinaabe values.
The document outlines six institutional shifts the college will make, including moving from relationship-centered culture to relationship-centered systems, from reactive to proactive support, and from enrollment growth to sustainable mission-aligned growth. It also lists guiding commitments such as shared responsibility for student success and evidence-informed decisions.
The plan is aligned with KBOCC's broader strategic direction, including its Foundational Commitments (Cultural Vitality, Thriving People & Collective Wellbeing, Relational Community & Shared Understanding) and four Strategic Priority Areas. It makes its strongest contribution to Priority 1: Holistic Learner Success.
The planning process built on KBOCC's participation in the American Indian College Fund's Cultivating Native Student Success initiative and the establishment of the Student Success Council in 2024. It involved review of institutional data, stakeholder discussions, and facilitated planning sessions.
